Statement by the Bureau of the Committee on the Exercise of the Inalienable Rights of the Palestinian People on the situation in Jerusalem, New York 5 March 2014

The Bureau of the Committee on the Exercise of the Inalienable Rights of the Palestinian People is alarmed by recent developments and increased tensions in Occupied East Jerusalem.

We are particularly concerned by the increasing incursions by Israeli extremists and political leaders, including government officials, on the Al-Aqsa Mosque compound. These incidents provoke Palestinian and other Muslim worshippers and often lead to clashes, in which Palestinian civilians are injured, tear-gassed and detained. In another worrying development, the Knesset recently began a debate on a bill to impose “Israeli sovereignty” over Al-Haram Al-Sharif. Such actions with regard to this highly sensitive area provoke the Palestinians and may also be perceived as serious acts of incitement in the wider region. Moreover, these actions undermine the current negotiations process, threatening the prospects for peace. [Read more…]

بعثت السفيرة فداء عبدالهادي ناصر، القائمة بالأعمال بالإنابة للبعثة المراقبة الدائمة لدولة فلسطين لدى الأمم المتحدة، في نيويورك، رسائل متطابقة إلى الأمين العام للأمم المتحدة ورئيس مجلس الأمن (ليتوانيا) ورئيس الجمعية العامة للأمم المتحدة، حول تصعيد التوتر وتدهور الوضع في الأرض الفلسطينية المحتلة، بما فيها القدس الشرقية، وذلك بسبب استمرار إسرائيل، السلطة القائمة بالاحتلال، في أعمالها الوحشية والعدوانية ضد الشعب الفلسطيني، ذكرت فيها أن قوات الاحتلال الإسرائيلي قتلت صباح اليوم الشاب الفلسطيني معتز وشحة (24 عاما) في غارة عسكرية  على بلدة بيرزيت شمال رام الله بعد حصارها للمنزل حوالي ست ساعات وإطلاق نيران الرشاشات و قذائف المدفعية بشكل تعسفي مما أدى الى استشهاد وشحة الذي كان قد سجن من قبل إسرائيل.  وذكرت فداء أن الطريقة التي  اتبعتها قوات الاحتلال الإسرائيلي في ملاحقة وشحة ومهاجمته بعنف تشير إلى وجود نية متعمدة لقتله. علاوة على ذلك، فإن ذلك يعتبر شاهدا آخر على انعدام الأمان وعلى الحياة غيرالعادية التي يعيشها الشعب الفلسطيني تحت الاحتلال الإسرائيلي، وخاصة الرجال والقتيان الفلسطينيون، بما في ذلك أولئك الذين عانوا من الأسر والانتهاكات و التعذيب في السجون الإسرائيلية ويتحتم عليهم أن يعيشوا في خوف دائم من الاعتقال والعنف المتكرر من قبل قوات الاحتلال الإسرائيلي. وأضافت فداء ناصر أن هذه الأعمال الوحشية التي ترتكبها إسرائيل، السلطة القائمة [Read more…]

27 February 2014 – Israeli Brutality Against Palestinian Civilians

Excellency,

I regret to inform you of the further escalation of tensions and deterioration of the situation on the ground in the Occupied Palestinian Territory, including East Jerusalem, due to the incessant, systematic brutality and aggression by Israel, the occupying Power, against the Palestinian people.

Today, the Israeli occupying forces killed another young Palestinian man in a military raid in the pre-dawn hours in the town of Bir Zeit north of Ramallah.  Mo’taz Washaha, age 24, was brutally killed in the raid when the occupying forces besieged the home for approximately six hours and then began arbitrarily firing on it with heavy weaponry, including artillery shells.  The occupying forces claimed that the intention was to once again arrest Washaha, who had been previously imprisoned by Israel. The manner in which this young man was violently pursued and attacked indicates a willful intention to kill by the occupying forces. Moreover, it is yet another testament to the pervasive insecurity and abnormality of life for the Palestinian people, particularly Palestinian males, under Israel’s occupation, including those who have suffered Israeli imprisonment and detention and the abuses and torture rampant in captivity and must live in constant fear of repeated arrest and violence by the Israeli occupying forces. بعثت السفيرة فداء عبدالهادي ناصر، القائمة بالأعمال بالإنابة للبعثة المراقبة الدائمة لدولة فلسطين لدى الأمم المتحدة، في نيويورك، رسائل متطابقة إلى الأمين العام للأمم المتحدة ورئيس مجلس الأمن (ليتوانيا) ورئيس الجمعية العامة للأمم المتحدة، حول تصاعد أعمال العدوان والاستفزاز والتحريض الإسرائيلية في القدس الشرقية المحتلة، و خاصة في الحرم الشريف ،مما يزيد من حدة التوترات ويقوض الوضع الهش للغاية على الأرض ويهدد بتأجيج الحساسيات الدينية وإشعال دورة أخرى من العنف وتخريب مفاوضات السلام الجارية حاليا. وذكرت فداء ناصر أن المتطرفين الإسرائيليين ، بما في ذلك المسؤولين  في الحكومة الإسرائيلية اليمينية ،  يواصلون أعمال التحريض ومحاولات المساس بحرمة الحرم الشريف. وذكرت أن قوات الاحتلال الإسرائيلي اقتحمت اليوم الحرم الشريف وأطلقت الرصاص المطاطي وقنابل الغاز المسيل للدموع على المصلين الفلسطينيين واعتقلت العديد منهم وقد جري هذا العدوان في خضم التهديدات من قبل المتطرفين اليهود باقتحام الحرم الشريف ورفع الأعلام الإسرائيلية وذلك في سياق المناقشة الاستفزازية التي بدأت في الكنيست الإسرائيلي الرامية إلى إصدار تشريع لفرض السيادة الإسرائيلية على الحرم الشريف، وأضافت أن هذا العمل غير القانوني والمدان تم بتحريض من نائب رئيس الكنيست الإسرائيلي ، موشيه فايغلين ، وهو عضو في حزب رئيس الوزراء، الذي دخل مؤخرا الحرم الشريف تحت حراسة قوات الاحتلال الاسرائيلي وادلى بتصريحات استفزازية بشأن المسجد الأقصى . Statement by H.E. Ambassador Dr. Riyad Mansour, Permanent Observer of the State of Palestine to the United Nations, before the Security Council, Open Debate on “the promotion and strengthening of the rule of law in the maintenance of international peace and security”, New York, 19 February 2014

I thank H.E. the Minister for Foreign Affairs of the Republic of Lithuania for presiding over this meeting, and thank H.E. the Secretary-General for his briefing.

Promoting and strengthening the rule of law at the national and international levels is of utmost importance to the State of Palestine.  In recent years, our country has progressively built and continues to build its State institutions, specifically regarding the rule of law and governance at the national level. Currently, this effort is supported through the 2014-2016 Development Assistance Framework concluded between the State of Palestine and the United Nations, of which governance, rule of law, justice and human rights are one of the six pillars of the agreement.  While we continue to progress in promoting and strengthening the rule of law nationally, the rule of law internationally continues to regrettably founder. This is what the international community, specifically this Council must address based on the conviction that the rule of law at the international level is the key to the maintenance of international peace and security, its Charter mandate. We hold that the rule of law is also the key to ending Israel’s nearly 47- year military occupation. [Read more…]

I have been instructed by the Government of the State of Palestine to draw your urgent attention to the escalating acts of Israeli aggression, provocation and incitement in Occupied East Jerusalem and particularly at Al-Haram Al-Sharif, which houses the Holy Al-Aqsa Mosque. Tensions are dramatically rising as Israel, the occupying Power, persists with hostile and illegal actions at this holy site.  Such actions undermine the extremely fragile situation on the ground, threatening to further inflame religious sensitivities, ignite another cycle of violence and sabotage the peace negotiations currently underway. Excellency,

I regret to inform you of the continuing turmoil and deterioration of the situation in the Occupied Palestinian Territory, including East Jerusalem, due to the illegal, provocative policies being carried out by Israel, the occupying Power, against the Palestinian people. Israel continues to carry out grave violations of international law, ranging from the killing and injury of Palestinian civilians by means of excessive force against unarmed, defenseless civilians; military raids and mass arrests and detentions, including of children; demolitions of Palestinian homes and properties; and incessant provocations and incitement by settlers and Israeli government officials against the Palestinian people. These actions have continued and escalated in the recent period, threatening to further destabilize the already-fragile situation on the ground and to thwart the peace negotiations currently underway. ICJ Advisory Opinion on the Wall

On 8 December 2003, the General Assembly of the United Nations in its tenth emergency special session adopted resolution ES-10/14, in which the Assembly requested the International Court of Justice (ICJ) to urgently render an advisory opinion on: “the legal consequences arising from the construction of the wall being built by Israel, the occupying Power, in the Occupied Palestinian Territory, including in and around East Jerusalem, as described in the report of the Secretary-General, considering the rules and principles of international law, including the Fourth Geneva Convention of 1949, and relevant Security Council and General Assembly resolutions.

On 19 December 2003, the ICJ issued an order, setting 30 January 2004 as the date for written statements to be submitted to the Court on the matter and setting 23 February 2004 as the date for the oral hearings. “5 Broken Cameras” UN Viewing and Conversation with Palestinian film director Emad Burnat

5BC4Within the framework of the International Year of Solidarity with the Palestinian People, the Working Group of the Palestinian Rights Committee organized a screening of the Emmy award-winning and Oscar-nominated documentary “5 BROKEN CAMERAS” at UN  Headquarters in New York on 19 February 2014.
