ألقى السفير الدكتور رياض منصور، المراقب الدائم لدولة فلسطين لدى الأمم المتحدة في نيويورك، كلمة أمام مجلس الأمن في المناقشة المفتوحة بشأن النهوض بسيادة القانون وتعزيزها في سياق صون السلم و الأمن الدوليين، والتي ترأسها وزير خارجية ليتوانيا، ذكر فيها أن النهوض بسيادة القانون وتعزيزها على الصعيدين الوطني والدولي أمر في غاية الأهمية لدولة فلسطين حيث يستمر العمل في بناء مؤسسات الدولة، وتحديدا فيما يتعلق بسيادة القانون والحكم الرشيد على الصعيد الوطني ويتم دعم هذا الجهد حالياً من خلال إطار إتفاقية المساعدة الإنمائية للسنوات 2014-2016 بين دولة فلسطين والأمم المتحدة، حيث يعتبر الحكم الرشيد وسيادة القانون والعدالة وحقوق الإنسان واحدة من الأركان الستة لهذه الإتفاقية. وأضاف أنه في حين نواصل تحقيق التقدم في النهوض بسيادة القانون وتعزيزها على الصعيد الوطني إلا أن سيادة القانون على الصعيد الدولي للأسف لم تتحقق بعد. ويتعين على المجتمع الدولي، وتحديداً مجلس الأمن، أن يعالج هذه المسألة على أساس الإقتناع بأن سيادة القانون على الصعيد الدولي هي سبيل الحفاظ على السلم والأمن الدوليين بموجب ميثاق الأمم المتحدة، كما أن سيادة القانون هي أيضاً السبيل لإنهاء الإحتلال الإسرائيلي. بعث السفيرالدكتور رياض منصور، المراقب الدائم لدولة فلسطين لدى الأمم المتحدة في نيويورك، رسائل متطابقة إلى الأمين العام للأمم المتحدة ورئيس مجلس الأمن (ليتوانيا) ورئيس الجمعية العامة للأمم المتحدة، حول إستمرار تدهور الوضع في الأرض الفلسطينية المحتلة، بما فيها القدس الشرقية، بسبب مواصلة إسرائيل، السلطة القائمة بالإحتلال، سياساتها غير القانونية والإستفزازية ضد الشعب الفلسطيني وأرضه، ذكر فيها أنه على الرغم من محادثات السلام الهشة الجارية، فإن إسرائيل تواصل إرتكاب إنتهاكات خطيرة للقانون الدولي، بشنها غارات عسكرية على القرى والبلدات الفلسطينية وقيامها بعمليات الإعتقال والإحتجاز اليومي وإصابة المدنيين الفلسطينيين، ومواصلتها الحملة الإستيطانية الإستعمارية الضخمة في جميع أنحاء الأرض الفلسطينية المحتلة، بما في ذلك في القدس الشرقية وحولها. وهو ما يعكس مرة أخري وبوضوح تعنت إسرائيل السافر ورفضها التخلي عن وضعها كسلطة قائمة بالإحتلال وإنهاء إحتلالها للأراضي الفلسطينية والعربية في يونيو 1967 وتحقيق إتفاق سلام عادل وشامل ودائم. 6 February 2014 – Illegal Israeli Actions
Excellency,
I regret to inform you of the continuing deterioration of the situation in the Occupied State of Palestine due to the illegal, provocative policies that continue to be pursued by Israel, the occupying Power, against the Palestinian people and their land.
Despite the fact that fragile peace talks are under way, Israel continues to carry out grave violations of international law, ranging from military raids into Palestinian villages and towns, daily arrests and detentions and the injury of Palestinian civilians. At the same time, the occupying Power persists with its massive colonial settlement campaign throughout the Palestinian land, including in and around East Jerusalem. Israel’s blatant intransigence is being yet again reaffirmed to Palestine and the international community as a whole as such actions clearly indicate an Israeli rejection of relinquishing its status of an occupying Power, of truly ending the occupation of the Palestinian and Arab lands it occupied in June 1967, and of achieving a just, comprehensive and lasting peace agreement. 29 January 2014 – Grave Situation on Palestine Refugees in Yarmouk
Excellency,
I write to convey the grave concerns of the Government of the State of Palestine about the critical humanitarian situation of Palestine refugees in Syria. I have recently raised this matter before the Security Council, drawing attention to the grave impact of the ongoing conflict on the Palestine refugees in Syria, who continue to suffer death and injury, the destruction of their homes, dispossession, and massive displacement.
Of the 540,000 Palestine refugees in Syria registered with the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), more than half have been displaced inside Syria, while an estimated 80,000 have fled to neighboring countries, mainly Lebanon and Jordan, as well as to other countries in the region. At this time, UNRWA reports that the conflict has overwhelmed most of the refugee camps and almost all Palestine refugees in Syria are in need of emergency humanitarian assistance. [Read more…]

I have the honor to transmit a statement from the Bishops of the Holy Land Coordination issued today, 28 January 2014, calling for justice to be upheld in the Cremisan Valley, near Bethlehem in the Occupied State of Palestine where Israel, the occupying Power, plans to build its expansionist Wall on the land of 58 Palestinian Christian families, in total disrespect for the Advisory Opinion of the International Court of Justice and the resolutions of the United Nations and in grave breach of international law. United Nations screening of the Gaza documentary “Where Should the Birds Fly?”
On the occasion of the International Year of Solidarity with the Palestinian People, the Working Group of the Palestinian Rights Committee organized a screening of Fida Qishta’s documentary “Where Should The Birds Fly?” at UN Headquarters on Monday, 20 January 2014. The screening was followed by a conversation between Fida Qishta and Laila El-Haddad, Palestinian author and journalist (“The Gaza Kitchen“, 2012).
23 January 2014 – More Settlements in the West Bank and Missiles in the Gaza Strip Aggravate Tensions
Excellency,
I regret to inform you of the continuing turmoil and deterioration of the situation in the Occupied State of Palestine due to illegal and provocative policies that continue to be pursued by Israel, the occupying Power. While serious peace efforts are being undertaken both regionally and internationally to achieve peace and to salvage the two-State solution, Israel instead continues to choose aggression and colonization. In fact, not a single day has passed since the resumption of peace talks in which the occupying Power has ceased its oppressive and destructive measures threatening to derail the peace talks and threatening to create an environment for violence to erupt and spiral out of control.
The latest spate of Israeli crimes took place yesterday, Wednesday, 22 January, in the Gaza Strip, an integral part of the State of Palestine, which remains under an oppressive, unlawful blockade. For the second time in a week, Israeli occupying forces launched military strikes against the Gaza Strip, firing a missile at a car carrying Ahmed Zaanin, 21 years old, and Mahmoud Zaanin, 23 years old, killing them both. We continue to condemn this illegal practice of extrajudicial executions repeatedly perpetrated by Israel, the occupying Power, and call for the international community to take measures to ensure accountability for such grave violations of international law and human rights law. I thank H.E. Mr. Nasser Judeh, Minister for Foreign Affairs of Jordan, for presiding over this meeting, and thank H.E. Mr. Ban Ki-moon, United Nations Secretary-General, for his briefing. I reaffirm the State of Palestine’s gratitude for the principled efforts you have respectively and consistently exerted for peace and a just solution to the question of Palestine.

It is with immense pride that we see Jordan assuming the Presidency of the Security Council, and we convey our congratulations and wishes for success during its tenure. Likewise, we extend sincerest congratulations to all the new non-permanent members – Chad, Chile, Lithuania and Nigeria, confident in your adherence to the Charter and abilities to fulfill the serious responsibilities of this organ, including vis-à-vis the Palestinian-Israeli conflict, the core of the Arab-Israeli conflict, and the goal of a just, comprehensive solution, a matter central to international peace and security. Excellencies, Ladies and Gentlemen,
At the outset, I wish to convey to you the greetings of the State of Palestine and the Palestinian people, coupled with sincere felicitations on the occasion of the New Year. I also take this opportunity to renew our profound gratitude for your solidarity with and support for the Palestinian people, including support for their inalienable rights and legitimate national aspirations to achieve their freedom and the independence of the State of Palestine on the basis of the 4th of June 1967 borders, with East Jerusalem as its capital, and to achieve a just, lasting and comprehensive peace. We still have faith that peace can be achieved in our land – the land of peace – so that all peoples of our region can enjoy stability, security and good-neighborly relations.
At this meeting, and on the occasion of the launch of the International Year of Solidarity with the Palestinian People, we reiterate the permanent responsibility of the United Nations towards the question of Palestine until it is justly resolved in all its aspects. In this regard, we express our deep gratitude and appreciation for the valuable efforts exerted by H.E. the Secretary-General of the United Nations, Mr. Ban Ki-moon, by the Members and Observers of the Committee on the Exercise of the Inalienable Rights of the Palestinian People and its Chairman, H.E. Mr.Abdou Salam Diallo, and Bureau, as well as by the Division for Palestinian Rights of the Secretariat of the United Nations, for their firm support of the just cause of Palestine and their tireless efforts to promote the realization of the rights of the Palestinian people and to ensure the achievement of just and lasting peace. I also wish to commend the Department of Public Information of the United Nations for its implementation of the Special Information Programme on the Question of Palestine, as well as all the efforts of the relevant United Nations agencies and programmes to raise awareness and support for Palestine and the goals of peace and justice.
