Mr. Chair,

Since this is the first time my delegation speaks in this committee, I’d like to express my delegations congratulations to you on your election as chair of this committee and to all the members of the bureau.

Mr. Chair,

The State of Palestine is deeply committed to ensuring respect for and adherence to international humanitarian law (IHL). The Geneva Conventions and Additional Protocols provide a necessary and fundamental framework for parties in armed conflict, including situations of foreign occupation, by providing protections to civilians and imposing restraints on military conduct. Yet, more efforts must be focused on ensuring better compliance with the law so that civilians affected by armed conflict are protected and their suffering minimized to the extent possible. Efforts must also be made to ensure that the restraints provided for by the law are in fact obeyed by militaries. The State of Palestine believes that the international community must continue to work together to promote greater compliance with international humanitarian law so that civilians are afforded the utmost protection in times of war. Madam Chair,

The State of Palestine somberly comes before this August Committee today to draw your attention to the most recent tragedy that took place in the Occupied State of Palestine and the crimes committed against our people by Israel, the occupying Power. Sadly, as has always been the case, under the systematic oppression and brutality of Israel’s 47-years of occupation, Palestinian children have borne the brunt of its illegal policies and practices. This was tragically the case in Occupied Gaza, in which for more than fifty days, the occupying Power, attacked the land and the civilian population from land, air and sea, killing, wounding, damaging and destroying everything in sight. The disproportionate use of force by Israel, the occupying Power, in Gaza was evident by the damage and sheer destruction of government and civilian infrastructure, residential neighborhoods, UN schools and hospitals. At the outset, allow me to begin by congratulating you upon your election as Chair of this important Committee. We are confident that you will bring the work of the Committee to a successful conclusion. We also extend our congratulations to all the members of the Bureau.

Madame Chair,

In the upcoming year of 2015 the international community will commemorate two major events related to the advancement and empowerment of women.  These two major events namely, the 20th anniversary of the adoption of the Beijing Declaration and Platform of Action, which was adopted in 1995 as well as the 15th anniversary of Security Council resolution 1325,which was adopted in 2000. Nearly two decades later, the international community can confidently list many examples in which significant achievements have been made in connection with the full equality and development of women. At the same time, it would also be true to state that women in all parts of the world still face many constraints and obstacles that continue to hinder their efforts towards the full implementation of the strategic objectives of the outcomes contained in these documents. We hope the convening of these significant events will mark a new era in which gender equality become a reality and women will overcome all difficulties and challenges they face in their struggle to achieve their full advancement and empowerment. عقد مجلس الأمن جلسة مفتوحة حول الحالة في الشرق الأوسط، بما في ذلك قضية فلسطين، وألقى السفير الدكتور رياض منصور، المراقب الدائم لدولة فلسطين لدى الأمم المتحدة، كلمة أمام المجلس  أعرب فيها عن تقدير دولة فلسطين  للأمين العام للأمم المتحدة بان كي مون على جهوده المتفانية لتحقيق السلام  وقيادته لوفد الأمم المتحدة إلى مؤتمر القاهرة لإعادة إعمار قطاع غزة وزيارته الأخيرة لدولة فلسطين، بما في ذلك قطاع غزة، حيث شهد بنفسه الدمار الهائل من جراء العدوان العسكري الإسرائيلي في شهري يوليه وأغسطس.

وأكد السفير منصور على مركزية دور الأمم المتحدة في السعي لإيجاد حل سلمي والدفاع عن العدالة وحقوق الشعب الفلسطيني، بما في ذلك اللاجئين الفلسطينيين  الذين لا يزالون ينظرون إلى الأمم المتحدة لوضع حد لمعاناتهم وقيادة الطريق إلى سلام عادل ودائم وشامل. [Read more…]

بعث السفير الدكتور رياض منصور، المراقب الدائم لدولة فلسطين لدى الأمم المتحدة في نيويورك، رسائل متطابقة الى الأمين العام للأمم المتحدة ورئيس مجلس الأمن (الأرجنتين) ورئيس الجمعية العامة للأمم المتحدة،  ادان فيها بشدة اعمال القتل والجرائم التي ترتكب من قبل المستوطنين الإسرائليين الإرهابين المتطرفين الذين قامت إسرائيل، السلطة القائمة بالاحتلال بنقلهم بطريقة غير مشروعة إلى الأرض الفلسطينية، وكذلك اعمال التحريض والاستفزاز الإسرائيلية ضد المقدسات، وخاصة في القدس الشرقية، وهي محاولات متعمدة لتأجيج التوترات وخلق المزيد من عدم الاستقرار. وأضاف أن المستوطنين الإسرائيليين يواصلون أيضا عمليات الإقتحام والهجمات على المدنيين الفلسطينيين، وتدمير ممتلكاتهم وسرقة أراضيهم ومواردهم الطبيعية. و [Read more…]

الإحتلال الإسرائيلي العقبة الرئيسية أمام تمكين المرأة الفلسطينية والنهوض بها

 ألقت سمية البرغوثي، المستشارة بالبعثة المراقبة الدائمة لدولة فلسطين لدى الأمم المتحدة في نيويورك، كلمة أمام اللجنة الثالثة، التابعة للجمعية العامة للأمم المتحدة والمعنية بالمسائل الإجتماعية والإنسانية والثقافية، حول بند النهوض بالمرأة، ذكرت فيها أن العام القادم 2015 سوف يصادف ذكرى حدثين هامين يتعلقان بتمكين المرأة والنهوض بها، وهما الذكرى 20 لإعتماد إعلان ومنهاج عمل بيجين في عام 1995 وكذلك الذكرى 15 لقرار مجلس الأمن رقم 1325 الذي اعتمد في عام 2000. وعلى الرغم من الإنجازات الكبيرة التي تحققت في هذا الصدد إلا أنه مازال هناك العديد من الصعوبات والتحديات التي تواجه المرأة في مسيرتها لتحقيق المساواة الكاملة وتمكينها. بعث السفير الدكتور رياض منصور، المراقب الدائم لدولة فلسطين لدى الأمم المتحدة في نيويورك، رسائل متطابقة الى الأمين العام للأمم المتحدة ورئيس مجلس الأمن (الأرجنتين) ورئيس الجمعية العامة للأمم المتحدة، حول الوضع الحرج وارتفاع باستمرار التوترات في دولة فلسطين المحتلة، بما فيها القدس الشرقية، نتيجة السياسة غير القانونية لا هوادة فيها إسرائيل والإجراءات القمعية ضد الشعب الفلسطيني. على أساس يومي، استمرت السلطة القائمة بالاحتلال انتهاكات خطيرة للقانون الدولي، بما في ذلك الأنشطة الاستيطانية المتفشية، ونزع ملكية المدنيين الفلسطينيين والغارات العسكرية العنيفة، بما في ذلك في المدارس والاعتقال اليومي واعتقال الفلسطينيين والاستفزازات المستمرة، بما في ذلك التحريض على الأماكن المقدسة وتدمير للممتلكات الفلسطينية من قبل المستوطنين الإسرائيليين المتطرفين، فضلا عن الحصار غير القانوني على قطاع غزة. وجميع هذه الانتهاكات تفاقم الأوضاع المضطربة بالفعل ويزيد التوترات التي تهدد بزعزعة استقرار الوضع على الأرض تماما. قاعة الجمعية العامة للأمم المتحدة تشهد مظاهرة دولية حاشدة دعماً لفلسطين

في إطار فعاليات العام العالمي للتضامن مع الشعب الفلسطيني نظمت لجنة الأمم المتحدة المعنية بممارسة الشعب الفلسطيني لحقوقه غير القابلة للتصرف إجتماعا خاصا بمقر الأمم المتحدة في نيويورك بحضور حشد كبير تطلب عقده في قاعة الجمعية العامة الرئيسية، تحدث فيه البروفيسور نعوم تشومسكي ،المفكر والفيلسوف والمؤرخ والناشط السياسي الأمريكي المعروف، وهو أستاذ لسانيات فخري في قسم اللسانيات والفلسفة  في معهد ماساتشوستس للتكنولوجيا ومؤلف للعديد من الكتب، مستعرضا السياسات والممارسات الإسرائيلية في عدوانها العسكري على قطاع غزة وفي بناء المستوطنات غير القانونية وإجراءات تغيير وضع مدينة القدس في إنتهاك لقرارات الأمم المتحدة مشيراً [Read more…]

2 October 2014 – Settlements and other Israeli Violations

Excellency,

I regret to inform you of the continuing turmoil and deterioration of the situation in the Occupied State of Palestine, including East Jerusalem, due to illegal and provocative policies that continue to be pursued by Israel, the occupying Power.  These illegal policies continues to negatively impact and prejudice the situation on the ground, to cause suffering and hardship for the Palestinian people and to inflame already heightened tensions between the two sides.

The international community bears witness, yet again, to Israel’s fixation with its illegal settlement enterprise, which includes the destruction, theft and confiscation of Palestinian lands and properties, the construction and expansion of both settlements and the Wall, as well as the forced displacement of Palestinian families.  Just today, Israel announced that the construction of 2,610 new units for the illegal settlement of “Gi’vat Hamatos” in Beit Safafa in Occupied East Jerusalem that was approved in 2012 will now begin and that the government will publish tenders for construction.  If implemented, these plans would further isolate East Jerusalem from Bethlehem, while facilitating Israel’s attempts to link its illegal settlements of “Gilo” and “Har Homa.” Moreover, in recent weeks, the Israeli government announced plans to forcibly transfer approximately 13,000 Palestinian civilians from the Bedouin communities, the large majority constituting Palestine refugees, from their current areas of residence to the east of Jerusalem to an area near Jericho.  The plan to undertake such a forced transfer, in grave breach of the Fourth Geneva Convention, is also clearly and directly related to Israel’s illegal settlement schemes, particularly in the so-called “E1” area. بعث السفير الدكتور رياض منصور، المراقب الدائم لدولة فلسطين لدى الأمم المتحدة في نيويورك، رسائل متطابقة الى الأمين العام للأمم المتحدة ورئيس مجلس الأمن (الولايات المتحدة) ورئيس الجمعية العامة للأمم المتحدة، حول الوضع الهش للغاية وغير المستقر في الأرض الفلسطينية المحتلة، بما فيها القدس الشرقية، بسبب استمرار السياسات والممارسات غير القانونية التي تنتهجها إسرائيل، السلطة القائمة بالاحتلال، في انتهاك صارخ للقانون الدولي، بما في ذلك القانون الإنساني الدولي والقانون الدولي لحقوق الإنسان، وفي تجاهل صارخ لنداءات ومطالب المجتمع الدولي. وذكر أنه في حين تتزايد معاناة الشعب الفلسطيني بشكل كبير بسبب الإجراءات الإسرائيلية العقابية غير القانونية والمدمرة فإن احتمالات تحقيق السلام تتضاءل. وتطرق إلى الوضع الإنساني الكارثي في قطاع غزة في أعقاب العدوان العسكري الإسرائيلي الغاشم لأكثر من 50 يوما وإستمرار الحصار الإسرائيلي الذي يقيد حركة تدفق المواد الغذائية والطبية والوقود وغيرها من المساعدات الإنسانية، فضلا عن مواد البناء اللازمة لبدء مهمة إعادة الإعمار. وذكر أن عدد ضحايا العدوان الإسرائيلي في ارتفاع مستمر وأن أكثر من 2,150 فلسطيني، بينهم أكثر من 500 طفل وأكثر من 250 امرأة، قتلوا على أيدي قوات الإحتلال الإسرائيلي. وبلغ عدد الجرحى أكثر من 11,000 فلسطيني. وأكثر من 100,000 فلسطيني شردوا من ديارهم في قطاع غزة  نتيجة التدمير الوحشي والمتعمد من قبل السلطة القائمة بالاحتلال حيث تم طمس مجتمعات وأحياء بأكملها، من بينهم 65,000 شخص يحتمون  في مدارس وكالة الأونروا في ظل ظروف صعبة وبحاجة إلى استمرار المساعدات الإنسانية الطارئة. ومع الإعتراف بالجهود الاستثنائية التي تبذلها وكالة الأونروا وجميع وكالات الأمم المتحدة والمنظمات الإنسانية الدولية لتوفير المساعدات
الحيوية للشعب الفلسطيني، نكرر السفير منصور النداء لتقديم الدعم الإنساني العاجل بما يتناسب مع نطاق وحجم هذه الكارثة، وإلى رفع الحصار الإسرائيلي بشكل كامل وفتح معابر قطاع غزة الحدودية لتخفيف المعاناة الإنسانية وإعادة الإعمار [Read more…]
