Statement by H.E. Ambassador Dr. Riyad Mansour, Permanent Observer of the State of Palestine to the United Nations, before the United Nations Security Council, Open Debate on the Situation in the Middle East, including the Palestine Question, 29 April 2014, New York:

Madame President,

At the outset, I congratulate Nigeria on its Presidency of the Security Council under your wise and able leadership. We also express appreciation for Luxembourg’s skilled leadership of the Council in March.

I thank Mr. Robert Serry, Special Representative of the Secretary-General and Special Coordinator for the Middle East Peace Process, for his briefing to the Council.

Madame President,

Since the Security Council’s last debate on this issue, there have been many developments on the ground and in the political process.  In official letters, we have alerted the Council to the rising tensions and the situation’s deterioration due to Israel’s persistent violations and intransigence in negotiations. We appealed to the Council and the international community to uphold their responsibilities, stressing the criticalness of the hour to salvage the two-State solution on the basis of the pre-1967 borders and the longstanding parameters enshrined in the relevant United Nations resolutions, Madrid Principles, Arab Peace Initiative and Quartet Roadmap. At the outset, I wish to express, on behalf of the State of Palestine, our profound appreciation for your able and skilled leadership of this Committee. We express our appreciation to H.E. the Secretary-General of the United Nations for his reports on the activities of the Department of Public Information and to the Committee on Information for its comprehensive report and valuable efforts in this regard. We also express our gratitude and appreciation to H.E. Mr. Peter Launsky-Tieffenthal, the Under-Secretary-General for Communications and Public Information and the Coordinator for Multilingualism, for his valuable efforts in enhancing the role of DPI and for the informative, comprehensive statement he delivered before the Committee. I write to you in follow-up to our numerous, previous letters regarding the illegal policies and constant provocations and incitement by Israel, the occupying Power, and its extremist settlers and religious zealots against the Palestinian people, their land and their holy places. Over the past couple of weeks, such reckless actions and provocations have not only continued but have escalated, further exacerbating tensions and religious sensitivities between the two sides and risking a dangerous destabilization of the already fragile situation on the ground. I draw your urgent attention to the dangerously rising tensions in Occupied East Jerusalem. The illegal actions and constant provocations and incitement by Israel, the occupying Power, including in particular by right-wing Israeli government officials, extremist settlers and religious zealots, against the Palestinian people, their land and their holy places are exacerbating already-high tensions and religious sensitivities.  Such actions risk further destabilization of the situation at critical, defining moment in the political process, in which serious efforts are being exerted, including by the United States and other Quartet members and the League of Arab States, to salvage any remaining hope to achieve a just, lasting solution. وزير خارجية الإكوادور يستقبل لجنة فلسطين في الأمم المتحدة

استقبل السيد ريكاردو باتينيو، وزير خارجية الإكوادور، بعد ظهر أمس في العاصمة كيتو وفد لجنة الأمم المتحدة المعنية بممارسة الشعب الفلسطيني لحقوقه غير القابلة للتصرف.  وضم الوفد سفير السنغال، رئيس اللجنة، ونائبه سفير أفغانستان، وسفير مالطا، مقرر اللجنة. كما حضر  الدكتور رياض منصور، سفير دولة فلسطين لدى الأمم المتحدة في نيويورك ، وهاني الريماوي، سفير دولة فلسطين لدى الإكوادور. جدير بالذكر أن اللجنة تعقد في العاصمة الإكوادورية المؤتمر الإقليمي للتضامن مع فلسطين الذي يعقد كل عامين في بلد لاتيني.

ورحب الوزير باتينيو بالوفد الذي ” يلقى كل الترحيب في الإكوادور كونه يجتمع لدعم قضية عادلة : القضية الفلسطينية” . كما عبر عن فخره واعتزاز بلاده التي اعترفت منذ الأيام الاولى بدولة فلسطين. وأكد الوزير على أهمية هذه النشاطات التضامنية التي بالتأكيد ستؤدي الى عزل الاحتلال وحلفائه وستجدي لإحلال السلام العادل في المنطقة.

بدوره شكر سفير السنغال ، رئيس اللجنة ، الوزير الإكوادوري وبلده المضياف وقدم شرحا لطبيعة عمل اللجنة وبرنامجها وعبر عن سعادته للحفاوة ورعاية هذه التظاهرة التضامنية التي تبدأ أعمالها اليوم الثلاثاء وتستمر لمدة ثلاثة أيام يشارك فيها رسميين وممثلين عن المجتمع المدني من كافة بلدان أمريكا اللاتينية. كما يشارك سفيري فلسطين في البرازيل والتشيلي ابراهيم الزبن وعماد الجدع في أعمال اللجنة.

وتكتسب هذه الدورة أهمية خاصة حيث ستخرج ببرنامج عمل ضمن فعاليات العام العالمي للتضامن مع الشعب الفلسطيني.

وفي الختام شكر سفير فلسطين الدكتور رياض منصور الوزير والإكوادور، رئيسا و حكومة وشعبا، على احتضان هذا المؤتمر مؤكدا حرص  فلسطين على السير في طريق السلام العادل الذي يؤدي الى إنهاء الاحتلال واستقلال دولة فلسطين تجسيدا لحل الدولتين.

كما نقل السفير منصور تحيات السيد الرئيس محمود عباس لنظيره الإكوادوري رفائيل كوريا ولشعب الإكوادور الصديق

 بعثت السفيرة فداء عبدالهادي ناصر، القائمة بالأعمال بالإنابة للبعثة المراقبة الدائمة لدولة فلسطين لدى الأمم المتحدة في نيويورك، رسائل متطابقة إلى الأمين العام للأمم المتحدة ورئيس مجلس الأمن (لكسمبرغ) ورئيس الجمعية العامة للأمم المتحدة، ذكرت فيها أنه على الرغم من الجهود الدولية والإقليمية وجهود القيادة الفلسطينية الجادة للمضي قدما في عملية السلام، فإن إسرائيل، السلطة القائمة بالاحتلال، تواصل إنتهاكاتها المتعمدة والإستفزازية ضد الشعب الفلسطيني مما يزيد من حدة التوترات ومالذلك مع عواقب سلبية بعيدة المدى ويقوض الثقة والدعم للمفاوضات ومصداقية عملية السلام ذاتها. وأشارت في هذا الصدد إلى قيام قوات الاحتلال الإسرائيلي بشن غارة عسكرية عنيفة على مخيم جنين للاجئين يوم 22 مارس وقتلها لثلاثة فلسطينيين، حمزة أبو الهيجا، 22 عاما، ومحمود أبو زينة، 17 عاما، ويزن جبارين، 22 عاما، وإصابة 10 من المدنيين الفلسطينيين مما تسبب في إثارة الخوف والغضب على نطاق واسع في جميع أنحاء المخيم، الذي تم استهدافه من قبل الاحتلال في الماضي، بما في ذلك في أبريل 2002، عندما ارتكبت قوات الإحتلال مجزرة وقتلت  55 فلسطينيا على الاقل في المخيم. في هذا الصدد، ذكرت فداء ناصر أن القتل العمد للمدنيين من قبل السلطة القائمة بالإحتلال يعتبر جريمة حرب بموجب القانون الإنساني الدولي، ولا سيما المادة 147 من إتفاقية جنيڤ الرابعة. وأضافت أن السلطة القائمة بالاحتلال تواصل أيضا استخدام القوة المفرطة ضد السكان المدنيين الفلسطينيين بشكل يومي مما يلحق إصابات في صفوف المدنيين وأضرار بالممتلكات المدنية ففي غضون الأيام القليلة الماضية أصيب العشرات من المدنيين في الغارات العسكرية التي شنتها قوات الاحتلال الإسرائيلي على مخيم عايدة للاجئين شمال بيت لحم وعلى قرية سلواد شمال رام الله. هذا الى جانب أعمال العنف التي يرتكبها المستوطنون الإسرائيليون وقد شمل هذا، في جملة أمور، هجوم من قبل عصابة من المستوطنين على طفلين فلسطينيين بالقرب من قرية بيت فوريك شرقي مدينة نابلس وهجوم من قبل المستوطنين على المزارعين الفلسطينيين الذين يعملون في حقولهم بالقرب من قرية بورين جنوب نابلس. وذكرت فداء ناصر أنه وفقاً لإتفاقية جنيڤ الرابعة تقع على السلطة القائمة بالإحتلال إلتزامات بضمان حماية السكان المدنيين الواقعين تحت احتلالها وكررت المطالبة بوضع حد للأعمال الإسرائيلية الوحشية ضد الشعب الفلسطيني . We are at critical stage in the resumed Palestinian-Israeli peace process.  Although serious efforts are being exerted internationally, regionally and by the Palestinian leadership to advance the process, Israel, the occupying Power, persists in bad faith, in both word and deed, aggravating the volatile situation on the ground and threatening the viability of the process.  Public confidence in and support for the negotiations, as well as the credibility of the process itself, are being dramatically eroded by incessant Israeli violations against the Palestinian people. Indeed, such illegal Israeli actions appear deliberately intended to provoke the Palestinian people, undermine the Palestinian leadership and destabilize the situation, with potentially far-reaching negative consequences. As intense international efforts continue to advance the Palestinian-Israeli peace process, Israel, the occupying Power, persists with its gross violations of the human rights of the Palestinian people and persists with its illegal colonization campaign throughout the Occupied Palestinian Territory, including East Jerusalem.  Such illegal and destructive actions are hastening the decline of conditions on the ground and poisoning the atmosphere required for the conduct of credible, substantive negotiations for the achievement of a just, lasting and comprehensive solution.
