4 March 2016 – Israel’s Sheer Brutality and Crimes against the Palestinian People

Excellency,

Once again, we are compelled to draw attention to the systematic violations of international law, including humanitarian law and human rights law that are being perpetrated against the Palestinian people by Israel, the occupying Power, in the Occupied Palestinian Territory, including East Jerusalem.  The failure of the international community, particularly the United Nations Security Council, to seriously and effectively address these violations to end the suffering of the Palestinian people and end Israel’s impunity and hold it accountable for the crimes of its military occupation has undoubtedly emboldened the occupying Power, as reflected in its intensifying violations and illegal policies that we continue to document and bring before the international community. 26 February 2016 – On Al-Qiq Condition and Israeli Crimes

It is with great urgency that we continue to write to Your Excellency regarding the  deteriorating political, humanitarian, security and socio-economic situation in the Occupied Palestinian Territory, including East Jerusalem, due to the ongoing illegal policies and practices of Israel, the occupying Power.

In this regard I once again draw your attention to the arbitrary detention of Palestinian journalist Mohammed Al-Qiq, age 33, who is now in the 94th day of a hunger strike in protest against his administrative detention by Israel, the occupying Power, without charge. Doctors who are observing the health of Mr. Al-Qiq are anticipating his death at any moment as they have reported that his body has now collapsed and that he is unable to speak. It must be recalled that Mr. Al-Qiq is one of 530 Palestinians who continue to be held without charge or trial in an Israeli prison or detention center and it should be noted that this number is just a fraction of the total number of over 6000 Palestinians who are currently incarcerated by the occupying Power.   Today, media reports have emerged that an agreement has been reached to put an end to Mr. Al-Qiq’s administrative detention. In this regard, we call on the international community to intervene and to call on the occupying Power to immediately release Mr. Al-Qiq as well as the other Palestinian prisoners and detainees, including those who continue to be held without charge or trial.  [Read more…]

18 February 2016 – Israeli Incitement, Violations and Crimes against the Palestinian People

I am compelled to write to Your Excellency to draw your attention to and officially document the brutal crimes that continue to be perpetrated by Israel, the occupying Power, against the defenseless Palestinian civilian population in the Occupied State of Palestine, including East Jerusalem.  Week after week, these letters are written in the hope that the atrocities mentioned willevoke a responsible, action-oriented response from the international community. This week is no different as we continue to call attention to these egregious Israeli violations and crimes against our people and continue to call for protection and measures to hold Israel accountable for its crimes, including war crimes against our people. 11 February 2016 – Continuation of Israel’s Violations and Crimes against the Palestinian People

Excellency,

The situation in the Occupied State of Palestine, including East Jerusalem, continues to deteriorate as a result of the unrelenting illegal and destructive policies and practices by Israel, the occupying Power, that are causing immense suffering to the Palestinian civilian population under occupation and severely diminishing the prospects for a peaceful solution.  Unprotected, despite the very clear provisions of international law according protection to civilians under foreign occupation, the Palestinian people continue to endure countless human rights violations and war crimes at the hands of the Israeli occupying forces and terrorist settlers.  Tensions have consequently remained high and anger, fear and despair among our people are rising as the convictions and chances for peace are further and further eroded. Mr. President,

I congratulate the friendly country of Uruguay on its election to the Security Council and thank Your Excellency, Minister Rodolfo Nin Novoa, for convening this important debate under Uruguay’s presidency.

I thank the Secretary-General of the United Nations, H.E. Mr. Ban Ki-moon, for his important briefing to the Council on the current situation.

Today, I also extend our congratulations to other new non-permanent members – Egypt, Japan, Senegal and Ukraine, wishing them success in fulfilling their responsibilities under the Charter. We renew our deep appreciation to Chad, Chile, Jordan, Lithuania and Nigeria for their skilled service and principled positions on so many critical issues, including the question of Palestine, during their tenure. 22 January 2016 – Illegal Israeli Settlements and Other Ongoing Crimes

Excellency,

Israel, the occupying Power, continues with its pursuit of illegal and provocative policies in the Occupied State of Palestine, including East Jerusalem, to the grave detriment of the Palestinian people suffering the oppression of its illegal occupation and the prospects for a peaceful and just solution. Ongoing illegal Israeli policies and measures in the recent period are further exacerbating the volatile situation on the ground and heightening tensions between the two sides. [Read more…]

Statement by Ambassador Riyad Mansour at the United Nations Security Council, Open Debate on “Protection of Civilians in Armed Conflict”, 19 January 2016, New York:

Mr. President,

We congratulate Uruguay on its membership to the Security Council and presidency this month and for convening this important debate on the protection of civilians in armed conflict.

Mr. President,

We meet at a critical moment witnessing the immense suffering of millions of civilians in conflicts around the world, particularly in the Middle East, where civilians are bearing the highest toll of armed conflict in all forms, including foreign occupation. As noted in various reports, deliberate targeting and indiscriminate attacks on civilians characterize many of today’s conflicts, resulting in vast civilian casualties, displacement and suffering, and direct attacks on humanitarian personnel and facilities and access restrictions impair the ability to help and protect those in most need.  This toll has compelled the largest movement of refugees since World War II with grave humanitarian, social, economic, psychological and security consequences for the children, women and men whose fate it is to become a refugee, as well as consequences for the countries in conflict, receiving countries and the international community as a whole. 15 January 2016 – Continued Israeli Violations and Crimes

Excellency,

The situation in the Occupied State of Palestine, including East Jerusalem, continues to deteriorate daily and the Palestinian civilian population continues to suffer immensely as Israel intensifies its occupation and its unlawful punitive measures and actions.  As the calls from the Palestinian leadership and its people for international protection go unheeded, more innocent lives are being lost as is any glimmer of hope that a peaceful solution can be achieved to free the Palestinian people from life under Israeli control and occupation. This situation warrants urgent attention by the international community, particularly the Security Council, to act to halt all violations of international law, including humanitarian and human rights law that continue to be perpetuated by the occupying Power with complete impunity. 7 January 2016 – Israeli Violations- Call for Protection of Palestinian Civilians

Excellency,

Despite the renewed sense of hope in the international community at the start of a new year, hope is regrettably absent in the Occupied State of Palestine as the Palestinian people have begun yet another year under Israel’s belligerent military occupation and the prospects to end this illegal situation and decades-long injustice are as dismal as ever. Throughout the holiday season and into this first week of this year, Palestinian civilians continued to suffer the brutality and criminality of the Israeli occupation, enduring daily civilian casualties, including numerous children and women, and intensifying acts of repression and collective punishment affecting every single aspect of life.
