Statement of H.E. Riad Malki, Foreign Minister of the State of Palestine, at the tenth Emergency Special Session of the General Assembly, Vote on Draft Resolution on the Status of Jerusalem, 21 December 2017

Mr. President of the General Assembly,

Ladies and Gentlemen,

We requested the convening of the Tenth Emergency Special Session of the General Assembly to further the international consensus expressed by peoples and governments around the world, and by an overwhelming majority of the Security Council in its vote on a draft resolution reaffirming the legal, political and historic status and character of Jerusalem and rejecting all attempts to alter this status and character as null and void.

Let me seize this opportunity to thank the Arab Group and the Member States of the OIC and NAM for their request to convene this emergency session following the veto, which prevented the Security Council from performing its duties in regards to the maintenance of international peace and security despite the support of 14 Council members for the draft resolution tabled by the Arab Republic of Egypt. Under these circumstances, the General Assembly has the competence to undertake this responsibility in accordance with resolution 377 (V), “Uniting for Peace”. [Read more…]

26 December 2017 – Letter on Guatemala’s decision to transfer embassy to Jerusalem


I write to you with urgency appealing for efforts to uphold the longstanding international consensus regarding Jerusalem, as enshrined in numerous Security Council and General Assembly resolutions. Considering recent decisions in violation of international law and those relevant resolutions – and in effective complicity with the grave breaches being perpetrated by Israel, the occupying Power, in the Occupied Palestinian Territory, including East Jerusalem – the international community must remain resolute in reaffirming the validity of the relevant resolutions and in demanding their full respect.

In this regard, and in light of the extremely regrettable decision announced by the President of Guatemala regarding the decision to move his country’s embassy to Israel to the City of Jerusalem, we call on all States to address this matter without delay, to reject this provocative, unlawful decision, and to act swiftly to uphold the integrity and authority of United Nations resolutions. Statement by H.E. Ambassador Dr. Riyad Mansour, Permanent Observer of the State of Palestine to the United Nations, before United Nations Security Council, Vote on the Draft Resolution on the Status of Jerusalem, 18 December 2017

I thank you, Mr. President, and express our appreciation to Japan, in its capacity as Security Council President, for convening this important meeting.

We are grateful to you and all the Security Council members who have recognized the urgency of this matter and the need for serious follow-up and action in light of the recent provocative decision announced by the United States of America, contrary to the relevant United Nations resolutions regarding the Holy City of Jerusalem and in total disrespect of the longstanding legal, political and historic status of the City.

We are grateful to the Arab Republic of Egypt for its efforts in leading this process in the Security Council and for its submission of the draft resolution.

Mr. President,

The total rejection of this decision and the international consensus on Jerusalem are beyond clear. The message has been unequivocal: all Security Council’s resolutions concerning the status of the Holy City of Jerusalem and the rest of the Palestinian territory occupied by Israel since 1967 are legally binding and must be respected, without question and without exception. This includes the Council’s last legislation in this regard, resolution 2334 (2016), which constitutes a roadmap for all those who want to achieve peace in the region.

This has been powerfully reaffirmed in the statements made on the 8th of December in this chamber; in the principled statements by governments, organizations, civil society around the world; in the declarations of the Arab Ministerial Council, held in Cairo on 9 December, and the Summit of the Organization of Islamic Cooperation (OIC), held in Istanbul on 13 December; and today in the overwhelming support of Council members for the draft resolution just voted upon. Statement by H.E. Dr. Riyad Mansour, Ambassador, Permanent Observer of the State of Palestine to the United Nations, United Nations Security Council, The Situation in the Middle East, including the Palestine Question, 8 December 2017

Mr. President,

I thank Japan, in its capacity as Security Council President, for its leadership and its convening of this emergency meeting.  I also express our gratitude to the eight members of the Council – Egypt, Bolivia, France, Italy, Senegal, Sweden, the United Kingdom and Uruguay – that requested this meeting as a matter of urgency following recent alarming developments regarding Jerusalem. We also thank Special Representative and Special Coordinator Nikolay Mladenov for his briefing to the Council and thank the Secretary-General for his statement in this regard.

Mr. President,

We come before the Security Council today with a sense of urgency and foreboding. We urge the Council to act swiftly to uphold its Charter duties and the integrity and authority of its resolutions in light of the violations and provocations against Jerusalem’s legal, political and historic status and the rights and legitimate national aspirations of the Palestinian people.

The extremely regrettable announcement, on 6 December, by United States President Donald Trump, declaring America’s recognition of Jerusalem as the capital of Israel and its decision to move its embassy to the City, in direct contravention of Security Council resolutions and the longstanding international consensus on Jerusalem, has heightened tensions and risks complete destabilization of this volatile situation, with far-reaching consequences. Statement of H.E. Mahmoud Abbas, President of the State of Palestine, regarding President Trump’s announcement on Jerusalem, 6 December 2017

RAMALLAH, December 6, 2017 (WAFA) – President Mahmoud Abbas said on Wednesday that with US President Donald Trump declaring that Jerusalem is the capital of Israel, he has chosen to disregard all international resolutions and bilateral agreements, preferring to ignore and contradict the international consensus expressed by many countries and leaders of the world, its spiritual leaders and regional organizations over the past few days on the issue of Jerusalem.

He said in a speech in response to Trump’s decision to recognize Jerusalem as the capital of Israel, “These measures are a reward to Israel’s violations of international resolutions and an encouragement for Israel to continue its policy of occupation, settlements, apartheid and ethnic cleansing.”

Abbas added, “These measures also serve extremist groups attempting to turn the conflict in our region into a religious war that is dragging the region, which is living critical situations in the midst of international conflicts and endless wars. This is what we have always warned of and we have rejected and fought.”

He said, “These measures, which are denounced and rejected, are a deliberate undermining of all efforts to achieve peace, and is a declaration of the withdrawal of the United States from playing the role which it has played over the past decades as a peace broker.” [Read more…]

6 December 2017 – Press Release: Identical letters regarding US actions on Jerusalem


 متابعة للتطورات الخطيرة وتداعيات إعلان الرئيس الأمريكي القدس عاصمة لإسرائيل وتوقيعه على نقل سفارة الولايات المتحدة إلى القدس، ولاحقا لرسالة سيادة الرئيس محمود عباس الاستباقية بتاريخ 3 ديسمبر الحالي، بعثت السفير فداء عبدالهادي ناصر القائم بالأعمال بالإنابة للبعثة المراقبة الدائمة لدولة فلسطين لدى الأمم المتحدة في نيويورك، بالأمس برسائل متطابقة إلى رئيس مجلس الأمن لهذا الشهر (اليابان). كذلك بعثت بنسختين من هذه الرسالة لكل من الأمين العام للأمم المتحدة، ورئيس الجمعية العامة.

 في ضوء القرار المؤسف للغاية الذي أعلنه الرئيس الأمريكي، في مخالفة لقرارات مجلس الأمن والاجماع الدولي طويل الأمد، دعت فيها مجلس الأمن إلى معالجة هذه المسألة الحرجة دون تأخير والعمل بسرعة على الوفاء بمسؤولياته.  وطالبت المجتمع الدولي بضرورة إعادة التأكيد على موقفه الواضح والقانوني بشأن القدس وعلى رفضه جميع الانتهاكات التي تمس بهذا المركز القانوني من أي كان ومتى كان وحثته على المطالبة بإلغاء القرار الأمريكي.

وأشارت إلى قرارات المجلس العديدة المتعلقة بالقدس، بما في ذلك القرارين 476  و 478 في العام 1980، حيث أكدت على عدم جواز اكتساب الاراضي بالقوة وإعترافها بالوضع الخاص للقدس والحاجة الى حماية الاماكن المقدسة في المدينة وتصميمها الواضح على ان جميع [Read more…]

6 December 2017 – US Actions on Jerusalem – PSC


I write to you with urgency, in follow-up of the letter conveyed to Your Excellency, on 3 December 2017, from H.E. Mr. Mahmoud Abbas, President of the State of Palestine and Chairman of the Executive Committee of the Palestine Liberation Organization, appealing for efforts to avert a decision by the current administration of the United States of America recognizing Jerusalem as the capital of Israel, in contravention of Security Council resolutions and the longstanding international consensus in this regard.

In light of the extremely regrettable decision announced today by the American President, we call on the Security Council to address this critical matter without delay and to act swiftly to uphold its responsibilities and the integrity and authority of its resolutions.

The international community must reaffirm its clear, legal position on the status of Jerusalem, affirm its rejection of all violations of that status by whomever and whenever, and demand that this decision be rescinded. The Security Council’s relevant resolutions remain valid and must be implemented.

We recall the Council’s numerous resolutions regarding Jerusalem, including, inter alia, resolutions 476 (1980) and 478 (1980). We recall, in particular, the Council’s reaffirmations regarding the inadmissibility of the acquisition of territory by force; its recognition of the specific status of Jerusalem and the need for protection of the Holy Sites in the City; and its clear determination that “all legislative and administrative measures and actions taken by Israel, the occupying Power, which purport to alter the character and status of the Holy City of Jerusalem have no legal validity and constitute a flagrant violation of the Fourth Geneva Convention relative to the Protection of Civilian Persons in Time of War”. 29 November, 2017 – بفعاليات مميزه واستثنائية، احيت الامم المتحدة اليوم العالمي للتضامن مع الشعب الفلسطيني

يوماُ حافلاً في الامم المتحدة حول الشأن الفلسطيني، فبالامس انطلقت فعاليات مهرجان يوم التضامن العالمي مع الشعب الفلسطيني والذي تحييه الامم المتحدة سنويا وذلك بالتزامن مع اليوم الذي اتخذت فيه الجمعية العامة قراراها 181 والمعروف بقرار التقسيم وفيه اقرت تقسيم ارض فلسطين التاريخية لاقامة دولتين عليها واحدة هي دولة اسرائيل التي تم لها ذلك والاخرى دولة للفلسطينين والتي لم ترى النور حتى الان، وعليه فقد اقرت الامم المتحدة اعتبار هذا اليوم من كل عام يوما عالميا للتضامن مع الشعب الفلسطيني.
