2 March 2018 – Status of Churches in Occupied East Jerusalem

Excellency,

I write to draw your attention to the ongoing critical situation in the Occupied Palestinian Territory, including East Jerusalem, and, more specifically, to the continued repressive practices by Israel, the occupying Power, against Palestinian worshippers and holy sites in Occupied East Jerusalem, including one of the holiest churches in Christianity, the Church of the Holy Sepulchre.

Recent developments highlight once again the urgency of efforts by the international community, particularly the Security Council, to collectively act to stem the dangerous deterioration to avert further instability; to ensure respect for the relevant United Nations resolutions, including with regard to the status of Occupied East Jerusalem as occupied territory, the applicability of the Fourth Geneva Convention, and the prohibition of all acts aimed at altering the demographic composition, character and status of the City; and to ensure respect for the historic status quo at the holy sites.

In light of ongoing attempts by the occupying Power to change the status of the City and in contravention of the historic status quo, on Sunday, 25 February 2018, leaders from the Roman Catholic, Armenian and Greek Orthodox churches were compelled to announce the closing of the doors of their churches, including the Church of the Holy Sepulchre, in united protest against Israel’s discriminatory policies, which undoubtedly aim at weakening the Christian presence in Jerusalem. Statement by H.E. Mahmoud Abbas, President of the State of Palestine, Delivered Before the United Nations Security Council on 20 February 2018

Excellency Sheikh Sabah Al-Khaled Al-Hamad Al-Sabah, President of the Security Council,

Excellency Mr. António Guterres, Secretary-General of the United Nations,

Excellencies Members of the Security Council,

Seventy years have passed since Palestine’s Nakba, from which 6 million Palestine refugees continue to suffer from the cruelty of exile and loss of human security. They continue to wander the world after the loss of their peaceful and stable lives in their homeland. They are part of the 13 million Palestinians, whose country has not yet been recognized as full Member State of the United Nations, despite the numerous resolutions reaffirming their right to self-determination and statehood on their national land.

We are the descendants of the Canaanites that lived in the land of Palestine 5,000 years ago and continuously remained there to this day. Our great people remain rooted in their land. The Palestinian people built their own cities and homeland and made contributions to humanity and civilization witnessed by the world. They established institutions, schools, hospitals, cultural organizations, theaters, libraries, newspapers, publishing houses, economic organizations, businesses and banks, with wide regional and international influence.

All of this existed before and after the Balfour Declaration issued by the British Government in 1917, a declaration by which those who did not own, giving to those who had no right. The British Government bears responsibility for the catastrophic consequences inflicted on the Palestinian people as a result.

Since then, and although our people remain under occupation, they continued their journey in building and developing their country with the establishment of their National Authority in 1994. Our national institutions are recognized by international organizations for their merit and work, which is based on the rule of law, accountability and transparency, and empowerment of women and youth in an environment of tolerance, coexistence of civilizations and non-discrimination. Moreover, we continue to strive to unite our people and land and to ensure one authority, one law, and one gun, and are determined to convene parliamentary and presidential elections. [Read more…]

12 February 2018 – Israeli Violations

Excellency,

As conditions continues to dangerously deteriorate, I am compelled draw your attention to the critical situation in the Occupied State of Palestine, including East Jerusalem.  The illegal and destructive policies and practices by Israel, the occupying Power, continue to cause immense suffering among the Palestinian civilian population and to obstruct any potential for the peaceful resolution of this grave injustice.

Unprotected, despite the very clear provisions of international law according protection to civilians under foreign occupation, the Palestinian people continue to endure countless human rights violations and war crimes at the hands of the Israeli occupying forces and its illegal settlers.   The international community, in particular the Security Council, must confront this unlawful situation and cannot continue to turn a blind eye as the rights of an entire people and the most fundamental pillars of international law are being so egregiously breached.  Action must be taken to finally uphold international law and to bring an end to fifty years of Israeli occupation, along with all of Israel’s violations against the Palestinian people and their land.

The incidents mentioned below reflect only a few of the countless violations and crimes being perpetrated by Israel, the occupying Power, against the Palestinian people.  Israel’s belligerent military occupation is driven and sustained only by such illegal policies and practices that affect every single Palestinian, child, woman and man living under occupation, whether it be in Occupied West Bank, including East Jerusalem, or in the Gaza Strip, where nearly two million Palestinians continue to live in the world’s largest prison suffering massive collective punishment tantamount to a war crime. On behalf of the State of Palestine, I congratulate Kazakhstan on assuming the Security Council Presidency and express appreciation for your able leadership of the Council’s important agenda.

I write to draw your attention to the ongoing critical situation in the Occupied Palestinian Territory, including East Jerusalem, and more specifically, to the grave reality faced by Palestinian children as a direct result of the Israeli military occupation.

Over the past half-century of occupation, Palestinian children have continued to bear the brunt of Israel’s increasingly oppressive, violent and illegal policies and practices. With each passing day, their vulnerability continues to deepen as generation after generation only know life under occupation and that of an occupying Power that continues to commit human rights violations and brutal crimes against them, their families and their land, with complete and utter impunity.

One detrimental aspect of the practices and policies of the occupying Power that has left thousands of children traumatically scarred is Israel’s mass arrest campaigns throughout the Occupied State of Palestine.  Palestinians, as an occupied people, are protected persons under Article 4 of the Fourth Geneva Convention. However, Israeli occupying forces continue to systematically suppress and arbitrarily detain Palestinians by the thousands. It should also be noted that these mass arrest campaigns are part and parcel of Israel’s collective punishment measures that are in direct violation of the Fourth Geneva Convention, namely Article 33, and Article 50 of the Hague Regulations, which specifically prohibits collective punishment. 5 January 2018 – Latest unilateral and provocative Israeli measures

Excellency,

The Palestinian people living in the Occupied State of Palestine, including East Jerusalem, have begun yet another year under Israel’s belligerent military occupation and the prospects to end Israel’s illegal occupation and decades-long injustice remain as bleak as ever. This year the holiday season along with the first couple days of the new year were significantly subdued, with spirits dampened by a new wave of violence directed at the Palestinian people by Israeli occupying forces, which was sparked by a decision on 6 December 2017 by the current administration of the United States of America recognizing Jerusalem as the capital of Israel.

In fact, in the wake of the US Administration’s decision mentioned above, violations by Israel have only intensified, as the occupying Power clearly felt emboldened to carry out its illegal practices and measures with complete impunity.  Over the past few weeks, killings, injuries, imprisonment of Palestinian civilians and attacks against the occupied Gaza Strip have continued unabated.  Just yesterday, a seventeen-year-old child was killed after being shot in the chest by Israeli occupying forces in the village of Tuqu, south of Bethlehem.  This latest death marks the 16th Palestinian killed by Israeli occupying forces since the US Administration’s decision on 6th of December and comes only days after, Musab Firas Al-Tamimi, also age 17, from the village of Deir Nitham was killed after being shot in the neck by Israeli occupying forces. Statement of H.E. Riad Malki, Foreign Minister of the State of Palestine, at the tenth Emergency Special Session of the General Assembly, Vote on Draft Resolution on the Status of Jerusalem, 21 December 2017

Mr. President of the General Assembly,

Excellencies,
Ladies and Gentlemen,

We requested the convening of the Tenth Emergency Special Session of the General Assembly to further the international consensus expressed by peoples and governments around the world, and by an overwhelming majority of the Security Council in its vote on a draft resolution reaffirming the legal, political and historic status and character of Jerusalem and rejecting all attempts to alter this status and character as null and void.

Let me seize this opportunity to thank the Arab Group and the Member States of the OIC and NAM for their request to convene this emergency session following the veto, which prevented the Security Council from performing its duties in regards to the maintenance of international peace and security despite the support of 14 Council members for the draft resolution tabled by the Arab Republic of Egypt. Under these circumstances, the General Assembly has the competence to undertake this responsibility in accordance with resolution 377 (V), “Uniting for Peace”. [Read more…]

26 December 2017 – Letter on Guatemala’s decision to transfer embassy to Jerusalem

Excellency,

I write to you with urgency appealing for efforts to uphold the longstanding international consensus regarding Jerusalem, as enshrined in numerous Security Council and General Assembly resolutions. Considering recent decisions in violation of international law and those relevant resolutions – and in effective complicity with the grave breaches being perpetrated by Israel, the occupying Power, in the Occupied Palestinian Territory, including East Jerusalem – the international community must remain resolute in reaffirming the validity of the relevant resolutions and in demanding their full respect.

In this regard, and in light of the extremely regrettable decision announced by the President of Guatemala regarding the decision to move his country’s embassy to Israel to the City of Jerusalem, we call on all States to address this matter without delay, to reject this provocative, unlawful decision, and to act swiftly to uphold the integrity and authority of United Nations resolutions.
