8 June 2015 Press Release on UNSG Report on Children and Armed Conflict

The following statement was issued by Ambassador Dr. Riyad Mansour, Permanent Observer of the State of Palestine to the United Nations regarding the annual Report of the Secretary-General on Children and Armed Conflict (CAAC):

We deeply regret the Secretary-General’s decision to exclude Israel from the list of parties who commit grave violations against children in armed conflict. This decision strikingly contradicts the UN’s own evidence and the set criteria on this matter.  It is without doubt that Israel, the occupying Power, flagrantly, systematically and grossly commits human rights violations against Palestinian children constituting grave violations that qualify it for such a listing in the annex to the Annual Report on Children and Armed Conflict (CAAC). Mr. Mahmoud Abbas, President of the State of Palestine, and Member of the Executive Committee of the Palestine Liberation Organization, before UNRWA 65th Anniversary High-Level Conference: Sustaining Human Development and Protecting Rights of Palestine Refugees, 2 June 2015, New York

I am honored to represent H.E. President Mahmoud Abbas, President of the State of Palestine, at this High-Level Conference.  I thank H.E. Secretary-General Ban Ki-moon for his keynote statement and firm support of the United Nations Relief and Works Agency for Palestine Refugees in the Near East – UNRWA.  We also express our thanks to the Commissioner-General of UNRWA, Mr. Pierre Krähenbühl, for his statement and for chairing this important Conference.

I also express appreciation to H.E. Mr. Christos Stylianides, European Union Commissioner for Humanitarian Aid and Crisis Management, and H.E. بعث السفير د. رياض منصور، المندوب الدائم لدولة فلسطين لدى الامم المتحدة، برسائل متطابقة لاركان الامم المتحدة الثلاث، الامين العام السيد بان كي مون، ورئيس مجلس الامن، ورئيس الجمعية العامه، مستهلا اياها بتركيبة الحكومة الاسرائيلية الجديدة مؤكدا ان هذه التشكيلة الحكومية هي بالضرورة ضد السلام وضد حل الدولتين وستعمل على اشتقاق سياسات غير قانونية من شانها ان تعزز الاحتلال الاستعماري الاسرائيلي على ارض الدولة الفلسطينية بما فيها القدس الشرقية، كما انها ستستمر في مصادرة حقوق الانسان وليس ادل على ذلك من وجود “ايلي شكيد” وزيرة للعدل في حكومة نتنياهو والتي سبق وان دعت لاستخدام العنف والتدمير ضد الفلسطينين سيما الامهات الفلسطينيات ودعت الاطفال الفلسطينين بالثعابين الصغيرة.  منصور اعاد التأكيد على ان الحكومة الاسرائيلية الجديدة ستعمل على تسريع عمليات الاستيطان في القدس الشرقية وفي هدم بيوت الفلسطينيين والسماح للمستوطنين بتملك بيوت الفلسطينيين وكذلك ترحيل وتشريد الاف الفلسطينيين لمصلحة مشاريع الاستيطان الكبرى سيما القاطنين في منطقة E1 وستستمر في حصار غزة واعتقال الاف الفلسطينيين بما فيهم الاطفال والنساء وقيادات فلسطينية منتخبة وهذا يدعم ما سبق وان اكدناه وقلناه بان الحكومة الاسرائيلية غير معنية بعملية السلام وانها مستمره باحتلالها الكولونيالي في تحد واضح لارادة المجموعة الدولية والقانون الدولي وقرارات الامم المتحدة ذات الصلة. 1 May 2015 – Israeli Occupying Force Violations Against Palestinian Children

Excellency,

I write to draw your attention to the critical situation ongoing in the Occupied Palestinian Territory, including East Jerusalem, and more specifically, to the grave reality faced by Palestinian children as a direct result of the Israeli military occupation.

The vulnerability of Palestinian children is deepening as they continue to bear the brunt of increasingly oppressive, violent and illegal Israeli policies and practices being systematically perpetrated against the Palestinian people. For nearly 50 years, Palestinian children have suffered at the hands of Israeli occupying forces and will tragically continue to suffer as long as Israel, the occupying Power, remains immune from consequences for their human rights violations and crimes.  In this regard, we are of the firm conviction that only accountability can remedy the prevailing culture of impunity and compel respect for international law and human rights. Madam President,

At the outset, I extend our deepest sympathies to the people and government of Nepal. Your country is in our thoughts and we wish you strength and courage during this tragic time.

Allow me to congratulate Your Excellency on your election as President of this very important 2015 Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear weapons (NPT). We would also like to extend our congratulations to all the members of the Bureau. We are confident that with your profound experience and capabilities you will lead our deliberations to a successful conclusion.

The State of Palestine aligns itself with the statements delivered by the Kingdom of Bahrain on behalf of the Arab Group and the Islamic Republic of Iran on behalf of the Non-Aligned Movement (NAM). [Read more…]

Statement by Ambassador Feda Abdelhady Nasser before the United Nations Security Council, Situation in the Middle East, including the Palestine Question, 21 April 2015

Mr. President,

Allow me, on behalf of the delegation of the State of Palestine, to thank H.E. Mr. Nasser Judeh, Minister for Foreign Affairs of the Hashemite Kingdom of Jordan, for chairing this important meeting of the Security Council. We congratulate Jordan on its Presidency, with full appreciation for the Jordanian delegation’s efforts to address the many critical issues on the Security Council’s agenda, including its principled, unwavering support for the just cause of Palestine.

At this time, we also express our appreciation to the delegation of France for its skilled leadership of the Security Council in the month of March.

We thank H.E. Secretary-General Ban Ki-moon, for his briefing and his unrelenting calls and efforts for peace, humanity and justice. We congratulate his new Special Representative and Special Coordinator, Mr. Nikolay Mladenov, on his appointment, wishing him success and affirming our readiness to cooperate with his efforts.  We also reaffirm deep appreciation to Mr. Robert Serry for his years of service. We recognize his efforts in support of the Palestinian people and Government through many critical periods during his tenure, including three brutal Israeli wars against Gaza, and his constant efforts to advance solutions to emergent problems and promote peace, including his impassioned entreaties to the Council to act to bring an end to this devastating conflict, which remains a threat to international peace and security. 17 April 2015 – Palestinian Prisoners’ Day

Excellency,

I have the honor to enclose herewith an unofficial translation of a report authored by the State of Palestine Ministry of Detainees and Ex-Detainees Affairs’ Commission of Palestinian Prisoners and Detainees in Israeli Prisons on the occasion of Palestinian Prisoners’ Day, commemorated by the State of Palestine annually on 17 April. This report briefly reflects the tragic reality for the thousands of Palestinian men, women and children living under Israeli occupation for nearly 50 years who have been subjected to arrest, detention and grave abuses at the hands of the occupying Power. The threat of arbitrary detention and imprisonment is constant and consistent, as is evident by this report, and the impact on the Palestinian people and society has been devastating. [Read more…]

13 April 2015 – Grave Situation of Palestine Refugees in Yarmouk

Excellency,

In follow up to the emergency consultations of the Security Council on 6 April, I convey once again the grave concerns of the Palestinian leadership about the dire situation of Palestine refugees in Syria as a result of the ongoing armed conflict there.  In particular, we continue to call the international community’s attention to the humanitarian catastrophe in the Yarmouk refugee camp.

As indicated in the briefing to the Security Council by the Commissioner-General of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), Mr. Pierre Krähenbühl, the situation in the Yarmouk refugee camp has precipitously deteriorated following the 2 April takeover of the camp by terrorists affiliated with ISIL and other terror groups.  It is a situation constituting a direct threat to the lives of the nearly 18,000 Palestine refugees that remain in the camp of the original 160,000 residents. Refugees are suffering death and injury, as well as further destruction of their homes, dispossession and displacement, as the wanton violence rages around them. [Read more…]

25 March 2015 – Intensification and Punitive Israeli Practices

Excellency,

Global hopes for peace have been further diminished by recent confirmations of the Israeli Prime Minister’s anti-peace stance.  His blatant rejection of the two-State solution endorsed for decades by the international community, along with his racist rant against the Palestinian-Arab citizens of Israel and the inflammatory rhetoric of his extremist cohorts, indicate the depth of Israel’s intransigence and contempt for international law, human rights and the fundamental principles of democracy, equality and justice.

The words of Israeli leaders continue to translate directly into unlawful and inhumane deeds, causing more suffering and loss for the Palestinian people under this nearly half-century belligerent military occupation.  The critical situation in the Occupied Palestinian Territory, including East Jerusalem – the territory constituting the State of Palestine – continues to deteriorate as illegal and punitive measures by Israel, the occupying Power, against the Palestinian people continue apace. This toxic combination of developments, at the political, security and humanitarian levels, should be cause for alarm and should prompt urgent international action to prevent further destabilization and salvage the minimal prospects for peace before it is too late.
