27 February 2014 – Israeli Brutality Against Palestinian Civilians

I regret to inform you of the further escalation of tensions and deterioration of the situation on the ground in the Occupied Palestinian Territory, including East Jerusalem, due to the incessant, systematic brutality and aggression by Israel, the occupying Power, against the Palestinian people.

Today, the Israeli occupying forces killed another young Palestinian man in a military raid in the pre-dawn hours in the town of Bir Zeit north of Ramallah.  Mo’taz Washaha, age 24, was brutally killed in the raid when the occupying forces besieged the home for approximately six hours and then began arbitrarily firing on it with heavy weaponry, including artillery shells.  The occupying forces claimed that the intention was to once again arrest Washaha, who had been previously imprisoned by Israel. The manner in which this young man was violently pursued and attacked indicates a willful intention to kill by the occupying forces. Moreover, it is yet another testament to the pervasive insecurity and abnormality of life for the Palestinian people, particularly Palestinian males, under Israel’s occupation, including those who have suffered Israeli imprisonment and detention and the abuses and torture rampant in captivity and must live in constant fear of repeated arrest and violence by the Israeli occupying forces. بعثت السفيرة فداء عبدالهادي ناصر، القائمة بالأعمال بالإنابة للبعثة المراقبة الدائمة لدولة فلسطين لدى الأمم المتحدة، في نيويورك، رسائل متطابقة إلى الأمين العام للأمم المتحدة ورئيس مجلس الأمن (ليتوانيا) ورئيس الجمعية العامة للأمم المتحدة، حول تصاعد أعمال العدوان والاستفزاز والتحريض الإسرائيلية في القدس الشرقية المحتلة، و خاصة في الحرم الشريف ،مما يزيد من حدة التوترات ويقوض الوضع الهش للغاية على الأرض ويهدد بتأجيج الحساسيات الدينية وإشعال دورة أخرى من العنف وتخريب مفاوضات السلام الجارية حاليا. وذكرت فداء ناصر أن المتطرفين الإسرائيليين ، بما في ذلك المسؤولين  في الحكومة الإسرائيلية اليمينية ،  يواصلون أعمال التحريض ومحاولات المساس بحرمة الحرم الشريف. وذكرت أن قوات الاحتلال الإسرائيلي اقتحمت اليوم الحرم الشريف وأطلقت الرصاص المطاطي وقنابل الغاز المسيل للدموع على المصلين الفلسطينيين واعتقلت العديد منهم وقد جري هذا العدوان في خضم التهديدات من قبل المتطرفين اليهود باقتحام الحرم الشريف ورفع الأعلام الإسرائيلية وذلك في سياق المناقشة الاستفزازية التي بدأت في الكنيست الإسرائيلي الرامية إلى إصدار تشريع لفرض السيادة الإسرائيلية على الحرم الشريف، وأضافت أن هذا العمل غير القانوني والمدان تم بتحريض من نائب رئيس الكنيست الإسرائيلي ، موشيه فايغلين ، وهو عضو في حزب رئيس الوزراء، الذي دخل مؤخرا الحرم الشريف تحت حراسة قوات الاحتلال الاسرائيلي وادلى بتصريحات استفزازية بشأن المسجد الأقصى . Statement by H.E. Ambassador Dr. Riyad Mansour, Permanent Observer of the State of Palestine to the United Nations, before the Security Council, Open Debate on “the promotion and strengthening of the rule of law in the maintenance of international peace and security”, New York, 19 February 2014

I thank H.E. the Minister for Foreign Affairs of the Republic of Lithuania for presiding over this meeting, and thank H.E. the Secretary-General for his briefing.

Promoting and strengthening the rule of law at the national and international levels is of utmost importance to the State of Palestine.  In recent years, our country has progressively built and continues to build its State institutions, specifically regarding the rule of law and governance at the national level. Currently, this effort is supported through the 2014-2016 Development Assistance Framework concluded between the State of Palestine and the United Nations, of which governance, rule of law, justice and human rights are one of the six pillars of the agreement.  While we continue to progress in promoting and strengthening the rule of law nationally, the rule of law internationally continues to regrettably founder. This is what the international community, specifically this Council must address based on the conviction that the rule of law at the international level is the key to the maintenance of international peace and security, its Charter mandate. We hold that the rule of law is also the key to ending Israel’s nearly 47- year military occupation. [Read more…]

25 February 2014 – Israeli Provocations at Al-Haram Al-Sharif

Excellency,

I have been instructed by the Government of the State of Palestine to draw your urgent attention to the escalating acts of Israeli aggression, provocation and incitement in Occupied East Jerusalem and particularly at Al-Haram Al-Sharif, which houses the Holy Al-Aqsa Mosque. Tensions are dramatically rising as Israel, the occupying Power, persists with hostile and illegal actions at this holy site.  Such actions undermine the extremely fragile situation on the ground, threatening to further inflame religious sensitivities, ignite another cycle of violence and sabotage the peace negotiations currently underway. Excellency,

I regret to inform you of the continuing turmoil and deterioration of the situation in the Occupied Palestinian Territory, including East Jerusalem, due to the illegal, provocative policies being carried out by Israel, the occupying Power, against the Palestinian people. Israel continues to carry out grave violations of international law, ranging from the killing and injury of Palestinian civilians by means of excessive force against unarmed, defenseless civilians; military raids and mass arrests and detentions, including of children; demolitions of Palestinian homes and properties; and incessant provocations and incitement by settlers and Israeli government officials against the Palestinian people. These actions have continued and escalated in the recent period, threatening to further destabilize the already-fragile situation on the ground and to thwart the peace negotiations currently underway. ألقى السفير الدكتور رياض منصور، المراقب الدائم لدولة فلسطين لدى الأمم المتحدة في نيويورك، كلمة أمام مجلس الأمن في المناقشة المفتوحة بشأن النهوض بسيادة القانون وتعزيزها في سياق صون السلم و الأمن الدوليين، والتي ترأسها وزير خارجية ليتوانيا، ذكر فيها أن النهوض بسيادة القانون وتعزيزها على الصعيدين الوطني والدولي أمر في غاية الأهمية لدولة فلسطين حيث يستمر العمل في بناء مؤسسات الدولة، وتحديدا فيما يتعلق بسيادة القانون والحكم الرشيد على الصعيد الوطني ويتم دعم هذا الجهد حالياً من خلال إطار إتفاقية المساعدة الإنمائية للسنوات 2014-2016 بين دولة فلسطين والأمم المتحدة، حيث يعتبر الحكم الرشيد وسيادة القانون والعدالة وحقوق الإنسان واحدة من الأركان الستة لهذه الإتفاقية. وأضاف أنه في حين نواصل تحقيق التقدم في النهوض بسيادة القانون وتعزيزها على الصعيد الوطني إلا أن سيادة القانون على الصعيد الدولي للأسف لم تتحقق بعد. ويتعين على المجتمع الدولي، وتحديداً مجلس الأمن، أن يعالج هذه المسألة على أساس الإقتناع بأن سيادة القانون على الصعيد الدولي هي سبيل الحفاظ على السلم والأمن الدوليين بموجب ميثاق الأمم المتحدة، كما أن سيادة القانون هي أيضاً السبيل لإنهاء الإحتلال الإسرائيلي.  بعث السفيرالدكتور رياض منصور، المراقب الدائم لدولة فلسطين لدى الأمم المتحدة في نيويورك، رسائل متطابقة إلى الأمين العام للأمم المتحدة ورئيس مجلس الأمن (ليتوانيا) ورئيس الجمعية العامة للأمم المتحدة، حول إستمرار تدهور الوضع في الأرض الفلسطينية المحتلة، بما فيها القدس الشرقية، بسبب مواصلة إسرائيل، السلطة القائمة بالإحتلال، سياساتها غير القانونية والإستفزازية ضد الشعب الفلسطيني وأرضه، ذكر فيها أنه على الرغم من محادثات السلام الهشة الجارية، فإن  إسرائيل تواصل إرتكاب إنتهاكات خطيرة للقانون الدولي، بشنها غارات عسكرية على القرى والبلدات الفلسطينية وقيامها بعمليات الإعتقال والإحتجاز اليومي وإصابة المدنيين الفلسطينيين، ومواصلتها الحملة الإستيطانية الإستعمارية الضخمة في جميع أنحاء الأرض الفلسطينية المحتلة، بما في ذلك في القدس الشرقية وحولها. وهو ما يعكس مرة أخري  وبوضوح  تعنت إسرائيل السافر ورفضها التخلي عن وضعها كسلطة قائمة بالإحتلال وإنهاء إحتلالها للأراضي الفلسطينية والعربية في يونيو 1967 وتحقيق إتفاق سلام عادل وشامل ودائم. Excellency,

I regret to inform you of the continuing deterioration of the situation in the Occupied State of Palestine due to the illegal, provocative policies that continue to be pursued by Israel, the occupying Power, against the Palestinian people and their land.

Despite the fact that fragile peace talks are under way, Israel continues to carry out grave violations of international law, ranging from military raids into Palestinian villages and towns, daily arrests and detentions and the injury of Palestinian civilians.  At the same time, the occupying Power persists with its massive colonial settlement campaign throughout the Palestinian land, including in and around East Jerusalem. Israel’s blatant intransigence is being yet again reaffirmed to Palestine and the international community as a whole as such actions clearly indicate an Israeli rejection of relinquishing its status of an occupying Power, of truly ending the occupation of the Palestinian and Arab lands it occupied in June 1967, and of achieving a just, comprehensive and lasting peace agreement. 29 January 2014 – Grave Situation on Palestine Refugees in Yarmouk

I write to convey the grave concerns of the Government of the State of Palestine about the critical humanitarian situation of Palestine refugees in Syria.  I have recently raised this matter before the Security Council, drawing attention to the grave impact of the ongoing conflict on the Palestine refugees in Syria, who continue to suffer death and injury, the destruction of their homes, dispossession, and massive displacement.

Of the 540,000 Palestine refugees in Syria registered with the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), more than half have been displaced inside Syria, while an estimated 80,000 have fled to neighboring countries, mainly Lebanon and Jordan, as well as to other countries in the region.  At this time, UNRWA reports that the conflict has overwhelmed most of the refugee camps and almost all Palestine refugees in Syria are in need of emergency humanitarian assistance.
