State of Palestine Establishes Diplomatic Relations with Grenada and the Republic of Haiti

PRESS RELEASE

Today in New York, the Minister of Foreign Affairs of the State of Palestine, H.E. Dr. Riad Malki, signed on behalf of the State of Palestine Joint Communiques with the Foreign Minister of Grenada, H.E. Mr. Nickolas Steele and the Foreign Minister of the Republic of Haiti, H.E. Me. Pierre Casimir, respectively, establishing diplomatic relations with the two countries, in accordance with the Vienna Convention on Diplomatic Relations of April 1961.

Ambassador Mansour also signed a joint letter with the Ambassadors of Grenada and Haiti, respectively, transmitting each Joint Communique to the Secretary-General of the United Nations, H.E. Ban Ki-moon.

After the signing of the Joint Communique establishing Diplomatic Relations with the Republic of Haiti, the State of Palestine is currently bilaterally recognized by 134 other States.  Grenada recognized the State of Palestine on 25 September 2011.

  تم اليوم بمقر الأمم المتحدة في نيويورك توقيع بيان مشترك حول إقامة علاقات دبلوماسية بين دولة فلسطين وجمهورية هايتي وبيان آخر حول إقامة علاقات دبلوماسية بين دولة فلسطين وغرينادا . ووقع عن الجانب الفلسطيني الدكتور رياض المالكي ، وزير خارجية دولة فلسطين ، وعن هايتي السيد بيير ريتشارد كاسيمر، وزيرالشؤون الخارجية والعبادة، وعن غرينادا السيد نيكولاس ستيل، وزير الخارجية والتجارة الدولية.  ووقع وزراء الخارجية رسائل موجهة إلى الأمين العام للأمم المتحدة، بان كي مون، لتعميم البيانين على الدول الأعضاء في الأمم المتحدة.

 وينص البيانان، كل على حدة،  على أن جمهورية هايتي  ودولة فلسطين من جهة، وغرينادا ودولة فلسطين من جهة أخرى ،برغبة منهما في تعزيز وتقوية علاقات الصداقة والتعاون القائمة بين البلدين، قررتا إقامة علاقات دبلوماسية بينهما، وذلك إعتباراً من تاريخ التوقيع على هذين البيانين وأنهما تؤكدان إلتزامهما بمبادئ عدم الإنحياز ومبادئ ومقاصد ميثاق الأمم المتحدة وأحكام القانون الدولي، ولاسيما  فيما يتعلق بتعزيز الأمن والسلم الدوليين، وإحترام سيادة وإستقلال الدول، وعدم التدخل في شؤونها الداخلية. وكذلك إتفقتا على إقامة علاقات دبلوماسية على مستوى السفراء وفقاً لأحكام إتفاقية ﭬيينا للعلاقات الدبلوماسية والموقعة في 18 أبريل 1961.

Mr. President of the General Assembly of the United Nations,

Excellencies,

Ladies and Gentlemen,

At the outset, I extend my congratulations to H.E. Mr. Vuk Jeremić on his outstandingly successful presidency of the previous session of the General Assembly, and I congratulate Mr. John Ashe upon his assumption of this session’s Presidency and wish him all success.

Excellencies, Ladies and Gentlemen,

I am honored to address you today, and for the first time in the name of the State of Palestine, before the United Nations General Assembly, after your historic decision last 29 November to raise Palestine’s status to that of an observer State.  As representatives of your Governments and of your peoples, you have championed justice, right, and peace, and thereby affirmed your refusal of occupation, and stood for principles and ethics and on the side of peoples yearning for freedom. For this, I present you again today with my deepest thanks and gratitude, in the name of Palestine and of its people.

The Palestinian people celebrated this resolution, because they rightly felt that they did not stand alone in the world, but that the world stands with them, and because they realized that the result of your overwhelming vote meant that justice is still possible and that there still is room for hope. 20 September 2013 – Reality on the Ground in the Occupied Palestinian Territory

Excellency,

I write to convey our serious concerns regarding the fragile situation on the ground as a result of the continued pursuit by Israel, the occupying Power, of illegal policies against the Palestinian people and their land.  Over the past weeks, while the international community has patiently awaited confirmation of tangible progress in the resumed negotiations between the two sides, tensions have continued to rise following several negative developments that are widening the gap between the hopes and expectations for the political process and the reality on the ground.  Israeli settlement activities, the blockade of the Gaza Strip, military raids and constant provocations, including incitement to religious conflict by extremist Israeli settlers, are exacerbating conditions on the ground and reinforcing doubts regarding Israel’s desire for or commitment to the peace that the State of Palestine, with the strong support of the international community, has been earnestly seeking and remains committed to achieving. 26 August 2013 Terrorizing Raid Kills Civilians and Illegal Settlements Press On Pausing Peace Negotiations

It is with great sadness that I draw your attention to the terrorizing actions by the Israeli occupying forces being committed against the Palestinian civilian population, especially with regard to today’s killings of Palestinian civilians, in Qalandiya refugee camp. Additionally, it is with deep dismay that we have learned of the approval of more illegal settlements in the Occupied Palestinian Territory, including East Jerusalem, the area constituting the State of Palestine. Israel, the occupying Power, has yet again, arrogantly and spitefully, taken unilateral actions jeopardizing the prospects for peace at this critical juncture in the negotiating process where the international community has witnessed once again Israel’s policy of occupation, death and destruction rather than upholding international law. 23 August 2013 – Israeli Settlement Expansion and Other International Law Violations Threaten Prospects for Peace

Despite the efforts aimed at salvaging the two-State solution and reviving negotiations Israel, the occupying Power, continues its illegal settlement activities throughout the land of the State of Palestine and continues other provocative and illegal actions that signal yet again Israel’s rejection of the path of peace and its stratagem for occupation, annexation and domination of the Palestinian people. Illegal actions by the Israeli occupying forces and extremist Israeli settlers continue to highlight Israel’s true stance regarding the two-State solution and its infinite attempts to squander it.
