Statement by Mr. Yussef Kanaan, Senior Adviser, before the 4th Committee, on agenda item (55): Questions relating to information,

Mr. Chair,
At the outset, I wish to extend our sincere congratulations to you on your assumption of the Chair of this Committee, as well as to the distinguished Bureau members. We have full confidence in your ability to efficiently steer its work to success. We express our gratitude and appreciation to the Under-Secretary-General for Communications and Public Information for his valuable efforts and for the informative, comprehensive statement to the Committee.
Before proceeding, I wish to affirm that my delegation aligns itself with the important statement made by the distinguished Permanent Representative of Fiji on behalf of the Group of 77 and China.
Mr. Chair,
The delegation of the State of Palestine reaffirms its appreciation for the commendable efforts exerted in implementation of the Department of Public Information’s many important programmes, including the Special Information Programme on the Question of Palestine. We highly appreciate the General Assembly’s adoption of resolution 67/22 on 30 November 2012 regarding the programme on the Question of Palestine by an overwhelming majority, reaffirming once again strong international support for this programme. This programme is instrumental in raising the international community’s awareness of the question of Palestine, the inalienable rights of the Palestinian people and the efforts for a peaceful, just, lasting and comprehensive solution to the Palestinian-Israeli conflict and the Arab-Israeli conflict as a whole.
We highly commend the Department of Public Information, especially the Palestine Section, for carrying out several activities in connection with this programme, including organization of the annual International Media Seminars on Peace in the Middle East, the latest of which was held in Istanbul, Turkey, last week.. We also commend DPI for its valuable efforts in updating the permanent exhibit on the Question of Palestine at UN Headquarters in New York, as well as its activities in annually commemorating the International Day of Solidarity with the Palestinian People.
My delegation also wishes to reaffirm the importance of DPI’s continued provision of assistance to the Palestinian people in the field of media development through the annual training programme for Palestinian broadcasters and journalists from the OccupiedPalestinianTerritory. This valuable training opportunity effectively contributes to strengthening the media skills and abilities of those practitioners privileged to be selected, despite the severe restrictions imposed by Israel, the occupying Power, on the Palestinian people in the OccupiedPalestinianTerritory, including East Jerusalem.
In previous statements before this Committee and the Committee on Information, we emphasized the importance of the undertaking by DPI of the other activities requested by the General Assembly in relevant resolutions, including the expansion of the Department’s collection of audio-visual materials on the Question of Palestine and the organization and promotion of fact-finding news missions for journalists to the Occupied Palestinian Territory, including East Jerusalem, and Israel. We hope that these activities will be soon undertaken with sufficient funding and staff to enable full implementation of DPI’s mandate vis-à-vis the Question of Palestine.
Mr Chair,
Regrettably, the Israeli occupying forces continue to systematically and deliberately target Palestinian journalists and media institutions to prevent them from conveying the grim reality about Israel’s illegal, aggressive and destructive policies and practices against the Palestinian people in the OccupiedPalestinianTerritory, including East Jerusalem, including in the blockaded Gaza Strip. Freedom of expression continues to be suppressed by the Israeli occupying forces through the ongoing campaign of arrests and detention and use of excessive force against Palestinian and foreign journalists and photographers, particularly those covering peaceful civilian demonstrations protesting the Israeli occupation, the colonization of the Palestinian land, the inhumane treatment of Palestinian prisoners and detainees in Israeli prisons, and incursions by the Israeli occupying forces and settlers against Al-Haram Al-Sharif and Al-Aqsa Mosque in Occupied East Jerusalem.
In this regard, we reiterate our call to this distinguished Committee and international organizations concerned with journalists’ rights and freedom of the press to step up their efforts to protect Palestinian and foreign journalists and to demand a halt to Israel’s violations of international law and norms which provide for the protection of journalists and to ensure that they are able to work without the Israeli repressive censorship restrictions and the threat of military force against them.
Mr. Chair,
The Telecommunications and Information Technology sector is considered one of the important sectors in the State of Palestine and thus receives great attention from the Palestinian leadership as it plays a vital role in the development process. Serious efforts are being exerted in this regard, despite Israeli control of and restriction of the communications sector in Palestine, including the Palestinian frequency spectrum, depriving our people of the right to direct access to communications services and information technology. In the effort to continuously strengthen our State institutions, the Palestinian leadership is working tirelessly to build communications and information technology networks to reach our people everywhere in the State of Palestine and to help them overcome the geographical and physical impediments to normal life and development caused by the occupying Power and its illegal settlements, annexation Wall, and suffocating sieges and closures imposed upon our people.
In closing, we reaffirm the importance of DPI’s Special Information Programme on the Question of Palestine and its instrumental role in fostering support for the regional and international efforts to achieve a just, lasting and comprehensive solution to the Question of Palestine and the Arab-Israeli conflict as a whole. In this regard, we reaffirm our commitment to the peace process that will end the Israeli occupation of the Palestinian Territory, including East Jerusalem, and other Arab territories occupied since 1967, and enable the Palestinian people to exercise their inalienable rights, including to self-determination and return, and to achieve the independence of their State of Palestine on the basis of the 4th of June 1967 borders with East Jerusalem as its capital, and its admission as a full member of the United Nations to take its historical and rightful place among the community of nations.

في البداية، أود أن أتقدم بالتهنئة الخالصة لكم على توليكم رئاسة هذه اللجنة، وكذلك إلى أعضاء المكتب الموقرين ولدينا الثقة الكاملة في قدرتكم على توجيه أعمالها بكفاءة وإقتدار. كما نعرب عن شكرنا وتقديرنا لسعادة وكيل الأمين العام لشؤون الاعلام والاتصالات على جهوده القيمة وعلى البيان الشامل الذي أدلى به.
تضم دولة فلسطين صوتها إلى البيان الهام الذي أدلى به سعادة المندوب الدائم لفيجي نيابة عن مجموعة الـ77 والصين.
السيد الرئيس،
يؤكد وفد دولة فلسطين مجددا تقديره للجهود الجديرة بالثناء التي تقوم بها ادارة شؤون الاعلام في تنفيذ البرامج الاعلامية العديدة والهامة، بما في ذلك البرنامج الإعلامي الخاص بشأن قضية فلسطين. ونحن نقدر اعتماد الجمعية العامة للأمم المتحدة وبأغلبية ساحقة القرار الخاص بهذا البرنامج (67/22) في 30 نوفمبر/ تشرين الثاني 2012، مؤكدة من جديد التأييد الدولي الواسع والقوي لهذا البرنامج الذي يؤدي دوراَ أساسياً في زيادة وعي المجتمع الدولي بقضية فلسطين وبحقوق الشعب الفلسطيني غير القابلة للتصرف وبالجهود المبذولة من اجل التوصل الى حل سلمي وعادل ودائم وشامل للصراع الفلسطيني-الإسرائيلي وللصراع العربي – الإسرائيلي برمته.
يثني وفد بلادي على إدارة شؤون الإعلام، وخاصة قسم فلسطين في هذه الإدارة، قيامها بتنفيذ عدد من الأنشطة والفعاليات المتعلقة بهذا البرنامج ، بما في ذلك تنظيم الحلقات الدراسية الإعلامية الدولية وآخرها تلك التي عقدت في اسطنبول بتركيا الاسبوع الماضي من هذا الشهر. كما نثني على إدارة شؤون الإعلام قيامها بتحديث المعرض الدائم لقضية فلسطين في مقر الأمم المتحدة في نيويورك ، وكذلك ماتقوم به من أنشطة كل عام في اليوم العالمي للتضامن مع الشعب الفلسطيني. كما نؤكد مجددا على أهمية إستمرار إدارة شؤون الإعلام في تقديم المساعدة إلى الشعب الفلسطيني في ميدان تطوير وسائط الإعلام عبر برنامج التدريب السنوي للمذيعين والاعلاميين والصحفيين الفلسطينيين من الأرض الفلسطينية المحتلة. ولاشك أن هذه الفرصة التدريبية القيمة تساهم بشكل فعال في تعزيز المهارات الصحفية و الاعلامية لمن يقع الاختيار عليهم على الرغم من القيود الصارمة التي تفرضها إسرائيل، السلطة القائمة بالإحتلال، على الشعب الفلسطيني في الأرض الفلسطينية المحتلة، بما في ذلك القدس الشرقية.
أشرنا في البيانات التي القيناها أمام هذه اللجنة وأمام لجنة الاعلام الى أهمية قيام ادارة شؤون الاعلام بالأنشطة الأخرى التي طلبت الجمعية العامة في قراراتها ذات الصلة القيام بها، ومن بينها توسيع نطاق مجموعة الادارة من المواد السمعية والبصرية بشأن قضية فلسطين ، وكذلك تنظيم وايفاد بعثات إخبارية للصحفيين لتقصي الحقائق إلى الأرض الفلسطينية المحتلة، بما في ذلك القدس الشرقية، وإلى إسرائيل. ونأمل أن يتم القيام بهذه الأنشطة في وقت قريب مع توفير التمويل والكادر الكافي لتمكين ادارة شؤون الاعلام من تنفيذ ولايتها بالكامل إزاء قضية فلسطين.
السيد الرئيس،
من دواعي الأسف، أن قوات الاحتلال الإسرائيلي تواصل بشكل منهجي ومتعمد استهداف الصحفيين والمؤسسات الاعلامية بهدف منعهم من نقل الواقع اليومي المرير والحقيقة حول سياسات وممارسات إسرائيل غير القانونية والعدوانية والمدمرة ضد الشعب الفلسطيني في الأرض الفلسطينية المحتلة، بما في ذلك القدس الشرقية، وبما في ذلك قطاع غزة المحاصر. وتواصل قوات الاحتلال قمع حرية الرأي والتعبير من خلال حملة الاعتقالات المستمرة واستخدام القوة المفرطة ضد الصحفيين والمصورين الفلسطينيين والأجانب، وخاصة أؤلئك الذين يقومون بتغطية المظاهرات السلمية احتجاجا على الاحتلال الإسرائيلي، وعلى حملة الاستيطان الاستعماري للأرض الفلسطينية، والمعاملة اللاانسانية للآسرى والمعتقلين الفلسطينيين في السجون ومراكز الإعتقال الإسرائيلية، والإقتحامات المستمرة من قبل قوات الإحتلال والمستوطنين الإسرائيليين للحرم الشريف والمسجد الأقصى في القدس الشرقية المحتلة.
في هذا الصدد، ندعو هذه اللجنة الموقرة وكافة المنظمات الدولية المعنية بحقوق الصحفيين وحرية الصحافة لتكثيف جهودها لحماية الصحفيين والإعلاميين الفلسطينيين والأجانب والمطالبة بوقف الانتهاكات الإسرائيلية بحقهم والتي تنتهك كافة المواثيق والقوانين الدولية التي تحمي الصحفيين وضمان قدرتهم على ممارسة عملهم بدون قيود الرقابة الإسرائيلية القمعية والتهديد بإستخدام القوة العسكرية ضدهم.
السيد الرئيس،
يعتبر قطاع الإتصالات وتكنولوجيا المعلومات من القطاعات الهامة في دولة فلسطين ولذا توليه القيادة الفلسطينية اهتماما كبيرا انطلاقا من قناعتها بدوره الحيوي في عملية التنمية. وتبذل القيادة الفلسطينية جهودا كبيرة في هذا المضمار على الرغم من السيطرة والقيود الإسرائيلية على قطاع الإتصالات في فلسطين، بما في ذلك طيف الترددات الفلسطيني وما ينجم عنه من حرمان شعبنا من حق النفاذ المباشرالى خدمات الاتصالات وتكنولوجيا المعلومات. في إطار الجهود المبذولة لتدعيم مؤسسات دولة فلسطين، فإن القيادة الفلسطينية تعمل دون كلل لبناء شبكات الاتصالات وتكنولوجيا المعلومات، لتصل إلى كافة فئات ومناطق تواجد شعبنا في دولة فلسطين ومساعدته على التغلب على العوائق الجغرافية القائمة حاليا لكافة أشكال الحياة الطبيعية والتنميةً بسبب الاحتلال والمستوطنات غير القانونية وجدار الضم والحصار والاغلاقات الخانقة التي تفرضها السلطة القائمة بالاحتلال على شعبنا.
في الختام ،نؤكد من جديد أهمية البرنامج الإعلامي الخاص بشأن قضية فلسطين ودوره الأساسي في تعزيز الدعم للجهود الاقليمية والدولية المبذولة للتوصل الى حل عادل ودائم وشامل للقضية الفلسطينية وللصراع العربي الإسرائيلي برمته. وفي هذا الصدد، نؤكد مجددا التزامنا بعملية السلام التي من شأنها إنهاء الاحتلال الإسرائيلي للأرض الفلسطينية، بما فيها القدس الشرقية، وللأراضي العربية الأخرى التي تحتلها إسرائيل منذ عام 1967، ولتمكين الشعب الفلسطيني من ممارسة حقوقه غير القابلة للتصرف، بما في ذلك حقه في تقرير المصير وحق اللاجئين الفلسطينيين في العودة، وتحقيق استقلال دولة فلسطين على أساس حدود الرابع من يونيو/حزيران 1967 وعاصمتها القدس الشرقية، وحصولها على العضوية الكاملة في الأمم المتحدة لتأخذ مكانها التاريخي والطبيعي بين سائر الأمم.
