Statement by H.E. Ambassador Dr. Riyad Mansour, Permanent Observer of the State of Palestine to the United Nations, before the United Nations Security Council, Open Debate on the Situation in the Middle East, including the Palestine Question, 29 April 2014, New York:

Madame President,

At the outset, I congratulate Nigeria on its Presidency of the Security Council under your wise and able leadership. We also express appreciation for Luxembourg’s skilled leadership of the Council in March.

I thank Mr. Robert Serry, Special Representative of the Secretary-General and Special Coordinator for the Middle East Peace Process, for his briefing to the Council.

Madame President,

Since the Security Council’s last debate on this issue, there have been many developments on the ground and in the political process.  In official letters, we have alerted the Council to the rising tensions and the situation’s deterioration due to Israel’s persistent violations and intransigence in negotiations. We appealed to the Council and the international community to uphold their responsibilities, stressing the criticalness of the hour to salvage the two-State solution on the basis of the pre-1967 borders and the longstanding parameters enshrined in the relevant United Nations resolutions, Madrid Principles, Arab Peace Initiative and Quartet Roadmap. Statement by H.E. Ambassador Dr. Riyad Mansour, Permanent Observer of the State of Palestine to the United Nations, before the United Nations General Assembly, 68th Session, on agenda item 70(b) “Assistance to the Palestinian people”, 12 December 2013:

Mr. President,

We meet today to consider the issue of the strengthening of the coordination of humanitarian and disaster relief assistance, including assistance to the Palestinian people, a people who have been suffering for many decades from occupation and the denial of the exercise of their inalienable rights.

The international community has determined that assistance to the Palestinian people is a vital element and collective responsibility in the efforts to achieve peace and stability in the region.  Here, I extend, on behalf of the State of Palestine and the Palestinian people, our profound gratitude and appreciation to all peoples, Governments and international organizations that have provided financial support in the framework of this assistance, which is being undertaken through concrete programs and projects that offer significant developmental support to the Palestinian people while also contributing to their resilience under adverse circumstances, giving them hope and assurances that they are not alone and that the world is supporting them in the quest for a brighter future for their children. 10 December 2013 – Rising Tensions in the Occupied Palestinian Territory


We are compelled to draw your attention to the continuously rising tensions in the Occupied Palestinian Territory, including East Jerusalem – the territory constituting the State of Palestine.

The Israeli occupying forces continue to use excessive force against Palestinian civilians, including against children and including against peaceful demonstrators, causing death and injury and destruction of property.  Moreover, Israel, the occupying Power, has been unrelenting in its pursuit of illegal colonization practices, with settlement and wall construction continuing unabated, and its imposition of collective punishment measures on the Palestinian people.  The negative impact of such Israeli breaches on the situation on the ground is vast, as reflected in the rising tensions, the deteriorating socio-economic conditions, and the deepening pessimism vis-à-vis the potential for the success of the peace negotiations and the viability of the two-State solution.  Day after day, rather than engendering trust and confidence in the political process, as Israel continues to raise serious doubts regarding its true intentions, undermining the process and compounding skepticism and anger among the Palestinian people. 1 November 2013 – Israeli Settlement Provocations


Just three months ago, the international community was filled with high hopes that the renewal of negotiations, after a prolonged and deleterious impasse, would bring about a just and lasting solution to the Palestinian-Israeli conflict, in accordance with the longstanding terms of reference of the two-State solution based on the pre-1967 borders within the agreed negotiating period of six to nine months.  It is regretful that throughout this duration of the past three months of the negotiations, these hopes have been constantly and seriously eroded by the illegal actions committed by Israel, the occupying Power, in the Occupied Palestinian Territory, including East Jerusalem, the territory constituting the State of Palestine. 17 October 2013- Israel is destroying the viability of the two-State solution

We write to express our alarm about ongoing illegal Israeli activities in the Occupied Palestinian Territory, including East Jerusalem, the territory constituting the State of Palestine. The persistence of the occupying Power’s illegal and provocative actions in this regard continues to raise tensions and further destabilize the situation on the ground.  While the State of Palestine remains committed to and continues to engage in the negotiations in good faith, Israel’s ongoing aggression against the sovereignty, viability, territorial integrity and contiguity of the State of Palestine and the viability of the two-State solution are both cause for alarm and cause for deep doubts regarding the potential for success of the negotiations.

State of Palestine Establishes Diplomatic Relations with Grenada and the Republic of Haiti

Today in New York, the Minister of Foreign Affairs of the State of Palestine, H.E. Dr. Riad Malki, signed on behalf of the State of Palestine Joint Communiques with the Foreign Minister of Grenada, H.E. Mr. Nickolas Steele and the Foreign Minister of the Republic of Haiti, H.E. Me. Pierre Casimir, respectively, establishing diplomatic relations with the two countries, in accordance with the Vienna Convention on Diplomatic Relations of April 1961.

Ambassador Mansour also signed a joint letter with the Ambassadors of Grenada and Haiti, respectively, transmitting each Joint Communique to the Secretary-General of the United Nations, H.E. Ban Ki-moon.

After the signing of the Joint Communique establishing Diplomatic Relations with the Republic of Haiti, the State of Palestine is currently bilaterally recognized by 134 other States.  Grenada recognized the State of Palestine on 25 September 2011.

  تم اليوم بمقر الأمم المتحدة في نيويورك توقيع بيان مشترك حول إقامة علاقات دبلوماسية بين دولة فلسطين وجمهورية هايتي وبيان آخر حول إقامة علاقات دبلوماسية بين دولة فلسطين وغرينادا . ووقع عن الجانب الفلسطيني الدكتور رياض المالكي ، وزير خارجية دولة فلسطين ، وعن هايتي السيد بيير ريتشارد كاسيمر، وزيرالشؤون الخارجية والعبادة، وعن غرينادا السيد نيكولاس ستيل، وزير الخارجية والتجارة الدولية.  ووقع وزراء الخارجية رسائل موجهة إلى الأمين العام للأمم المتحدة، بان كي مون، لتعميم البيانين على الدول الأعضاء في الأمم المتحدة.

 وينص البيانان، كل على حدة،  على أن جمهورية هايتي  ودولة فلسطين من جهة، وغرينادا ودولة فلسطين من جهة أخرى ،برغبة منهما في تعزيز وتقوية علاقات الصداقة والتعاون القائمة بين البلدين، قررتا إقامة علاقات دبلوماسية بينهما، وذلك إعتباراً من تاريخ التوقيع على هذين البيانين وأنهما تؤكدان إلتزامهما بمبادئ عدم الإنحياز ومبادئ ومقاصد ميثاق الأمم المتحدة وأحكام القانون الدولي، ولاسيما  فيما يتعلق بتعزيز الأمن والسلم الدوليين، وإحترام سيادة وإستقلال الدول، وعدم التدخل في شؤونها الداخلية. وكذلك إتفقتا على إقامة علاقات دبلوماسية على مستوى السفراء وفقاً لأحكام إتفاقية ﭬيينا للعلاقات الدبلوماسية والموقعة في 18 أبريل 1961.

The United Nations Division for Palestinian Rights

The Division for Palestinian Rights was established by the UN General Assembly pursuant to resolution 32/40 B of 2 December 1977. The core functions of the Division are as follows:

  • Providing substantive support and secretariat services for the Committee on the Exercise of the Inalienable Rights of the Palestinian People;
  • Assisting the Committee in the exercise of its mandate and the promotion and implementation of its commendations;
  • Planning, organizing and servicing the Committee’s programme of international meetings and conferences;
  • Maintaining liaison with civil society organizations which are active on the issue;
  • Organizing the annual commemoration of the International Day of Solidarity with the Palestinian People;
  • Preparing studies and publications relating to the question of Palestine and the inalienable rights of the Palestinian people and promoting their widest possible dissemination, including in cooperation with the Department of Public Information;
  • Maintaining and developing the Web-based United Nations Information System on the Question of Palestine (UNISPAL).

United Nations Children Fund (UNICEF) – Area Programme for Palestinian children and women in Jordan, Lebanon, the Syrian Arab Republic and the State of Palestine

UNICEF has an Area Programme for Palestinian children and women in Jordan, Lebanon, the Syrian Arab Republic and the State of Palestine.

The Current programme for 2011-2013 was recently extended by the Executive Director of UNICEF for one year until 31 December 2014.

The area programme is managed by the UNICEF Middle East and North Africa Regional Office, and each country office implements its component of the programme in Jordan, Lebanon, the Syrian Arab Republic and the State of Palestine. The programme is very extensive, with projects in many areas of child development,  including education, protection, health, nutrition, and water sanitation.
