1 November 2013 – Israeli Settlement Provocations

Excellency,

Just three months ago, the international community was filled with high hopes that the renewal of negotiations, after a prolonged and deleterious impasse, would bring about a just and lasting solution to the Palestinian-Israeli conflict, in accordance with the longstanding terms of reference of the two-State solution based on the pre-1967 borders within the agreed negotiating period of six to nine months.  It is regretful that throughout this duration of the past three months of the negotiations, these hopes have been constantly and seriously eroded by the illegal actions committed by Israel, the occupying Power, in the Occupied Palestinian Territory, including East Jerusalem, the territory constituting the State of Palestine. 17 October 2013- Israel is destroying the viability of the two-State solution

Excellency,

We write to express our alarm about ongoing illegal Israeli activities in the Occupied Palestinian Territory, including East Jerusalem, the territory constituting the State of Palestine. The persistence of the occupying Power’s illegal and provocative actions in this regard continues to raise tensions and further destabilize the situation on the ground.  While the State of Palestine remains committed to and continues to engage in the negotiations in good faith, Israel’s ongoing aggression against the sovereignty, viability, territorial integrity and contiguity of the State of Palestine and the viability of the two-State solution are both cause for alarm and cause for deep doubts regarding the potential for success of the negotiations.

State of Palestine Establishes Diplomatic Relations with Grenada and the Republic of Haiti

 

PRESS RELEASE

Today in New York, the Minister of Foreign Affairs of the State of Palestine, H.E. Dr. Riad Malki, signed on behalf of the State of Palestine Joint Communiques with the Foreign Minister of Grenada, H.E. Mr. Nickolas Steele and the Foreign Minister of the Republic of Haiti, H.E. Me. Pierre Casimir, respectively, establishing diplomatic relations with the two countries, in accordance with the Vienna Convention on Diplomatic Relations of April 1961.

Ambassador Mansour also signed a joint letter with the Ambassadors of Grenada and Haiti, respectively, transmitting each Joint Communique to the Secretary-General of the United Nations, H.E. Ban Ki-moon.

After the signing of the Joint Communique establishing Diplomatic Relations with the Republic of Haiti, the State of Palestine is currently bilaterally recognized by 134 other States.  Grenada recognized the State of Palestine on 25 September 2011.

  تم اليوم بمقر الأمم المتحدة في نيويورك توقيع بيان مشترك حول إقامة علاقات دبلوماسية بين دولة فلسطين وجمهورية هايتي وبيان آخر حول إقامة علاقات دبلوماسية بين دولة فلسطين وغرينادا . ووقع عن الجانب الفلسطيني الدكتور رياض المالكي ، وزير خارجية دولة فلسطين ، وعن هايتي السيد بيير ريتشارد كاسيمر، وزيرالشؤون الخارجية والعبادة، وعن غرينادا السيد نيكولاس ستيل، وزير الخارجية والتجارة الدولية.  ووقع وزراء الخارجية رسائل موجهة إلى الأمين العام للأمم المتحدة، بان كي مون، لتعميم البيانين على الدول الأعضاء في الأمم المتحدة.

 وينص البيانان، كل على حدة،  على أن جمهورية هايتي  ودولة فلسطين من جهة، وغرينادا ودولة فلسطين من جهة أخرى ،برغبة منهما في تعزيز وتقوية علاقات الصداقة والتعاون القائمة بين البلدين، قررتا إقامة علاقات دبلوماسية بينهما، وذلك إعتباراً من تاريخ التوقيع على هذين البيانين وأنهما تؤكدان إلتزامهما بمبادئ عدم الإنحياز ومبادئ ومقاصد ميثاق الأمم المتحدة وأحكام القانون الدولي، ولاسيما  فيما يتعلق بتعزيز الأمن والسلم الدوليين، وإحترام سيادة وإستقلال الدول، وعدم التدخل في شؤونها الداخلية. وكذلك إتفقتا على إقامة علاقات دبلوماسية على مستوى السفراء وفقاً لأحكام إتفاقية ﭬيينا للعلاقات الدبلوماسية والموقعة في 18 أبريل 1961.

The United Nations Division for Palestinian Rights

The Division for Palestinian Rights was established by the UN General Assembly pursuant to resolution 32/40 B of 2 December 1977. The core functions of the Division are as follows:

  • Providing substantive support and secretariat services for the Committee on the Exercise of the Inalienable Rights of the Palestinian People;
  • Assisting the Committee in the exercise of its mandate and the promotion and implementation of its commendations;
  • Planning, organizing and servicing the Committee’s programme of international meetings and conferences;
  • Maintaining liaison with civil society organizations which are active on the issue;
  • Organizing the annual commemoration of the International Day of Solidarity with the Palestinian People;
  • Preparing studies and publications relating to the question of Palestine and the inalienable rights of the Palestinian people and promoting their widest possible dissemination, including in cooperation with the Department of Public Information;
  • Maintaining and developing the Web-based United Nations Information System on the Question of Palestine (UNISPAL).

United Nations Children Fund (UNICEF) – Area Programme for Palestinian children and women in Jordan, Lebanon, the Syrian Arab Republic and the State of Palestine

UNICEF has an Area Programme for Palestinian children and women in Jordan, Lebanon, the Syrian Arab Republic and the State of Palestine.

The Current programme for 2011-2013 was recently extended by the Executive Director of UNICEF for one year until 31 December 2014.

The area programme is managed by the UNICEF Middle East and North Africa Regional Office, and each country office implements its component of the programme in Jordan, Lebanon, the Syrian Arab Republic and the State of Palestine. The programme is very extensive, with projects in many areas of child development,  including education, protection, health, nutrition, and water sanitation.

United Nations Populations Fund (UNFPA) – State of Palestine

UNFPA is committed to offering support to the State of Palestine within the framework of the UN system’s efforts and in coordination with the international donor community. For more than twenty years of its work in Palestine, UNFPA contributed to the development of reproductive health strategies, upgraded the provision of services, contributed to building information systems and helped build the capacity of Palestine’s State institutions and civil society. Its programming achieves a good balance between long-term development and short-term humanitarian needs.

UNDP Progamme of Assistance to the Palestinian People (PAPP)

United Nations Development Programme’s Programme of Assistance to the Palestinian People (PAPP) derives its mandate from the United Nations General Assembly Resolution 33/147 of 20 December 1978. Called upon by United Nations Member States in that year, UNDP was requested “to improve the economic and social conditions of the Palestinian people by identifying their social and economic needs and by establishing concrete projects to that end”. UNDP/PAPP is a responsive development agency that works together with the Palestine’s State institutions and directly with the Palestinian people to fulfill their aspiration for sustainable human development based on self-determination, equality and freedom.

Committee on the Exercise of the Inalienable Rights of the Palestinian People (CEIRPP)

In 1975, by its resolution 3376 the UN General Assembly established the Committee on the Exercise of the Inalienable Rights of the Palestinian People (CEIRPP), and requested it to recommend a programme of implementation to enable the Palestinian people to exercise their inalienable rights to self-determination without external interference, national independence and sovereignty; and to return to their homes and property from which they had been displaced. The Committee’s recommendations were endorsed by the Assembly, to which the Committee reports annually. The Assembly established the Division for Palestinian Rights as its secretariat and, throughout the years, has gradually expanded the Committee’s mandate.

US attempt to close the Mission

 

In late 1987, the United States was preparing to pass domestic legislation that would, among other things, call for the closing of the Permanent Observer Mission of the Palestine Liberation Organization to the United Nations in New York.  The international community, in particular UN Secretary-General, Mr. Javier Pérez de Cuéllar, stood firmly by the Mission and Ambassador Terzi, calling on the United States, as the Host Country, to uphold its treaty obligations under the 1947 Headquarters Agreement between the United States and the United Nations.  By virtue of resolution 3237 (XIXX) the PLO and its personnel were invitees of the United Nations and covered under the Agreement, therefore the United States was obligated to allow the entry and exit of PLO personnel in discharging their official duties at the United Nations in New York. The United States Congress did not head to the calls of the international community and eventually passed the domestic legislation and began proceedings in their federal courts against the Mission, attempting to close it down.  Thereafter, on 2 March 1988 the General Assembly requested an ICJ Advisory Opinion in resolution 42/229 B on the matter, which was rendered on 26 April 1988.  The Mission was never shut down due to the tremendous support of the international community and the reliance on international law, in particular the Headquarters Agreement.
