Statement by Ambassador Riyad Mansour, Permanent Observer of the State of Palestine to the United Nations, before the United Nations Security Council, Situation in the Middle East, including the Palestine Question, 23 July 2015:

Mr. President,

I congratulate New Zealand on its Presidency of the Security Council and thank you, Honorable Minister for Foreign Affairs Murray McCully, for presiding over this important debate, a reflection of your country’s responsible, principled position vis-à-vis this issue and the commitment to uphold your Security Council mandate and contribute to international peace and security.

We also reiterate our deep appreciation to the delegation of Malaysia for its skilled leadership of the Council in June, including the critical debate on children and armed conflict, and express appreciation for Malaysia’s efforts as Chair of the Security Council’s Working Group on this matter.

I also thank UN Special Coordinator and Special Representative of the Secretary-General, Mr. Nikolay Mladenov, for his briefing and his initial efforts in this important post. We reaffirm our support for his mandate and readiness to continue cooperation towards fulfillment of our common objectives, foremost among them securing a just, lasting, and comprehensive peace settlement. 9 June 2015 – Letter on the 48th Year of the Israeli Military Occupation

Excellency,

On 5 June, the Palestinian people somberly marked the 48th year of the Israeli military occupation.  As this belligerent foreign occupation of our land and subjugation of our people inconceivably approaches a half-century of duration, we call on the international community to affirm the illegality of the Israeli occupation, a cruel and devastating occupation that has gravely violated every provision of the Geneva Convention relative to the Protection of Civilian Persons in Time of War (Fourth Geneva Convention), the body of international humanitarian law governing situations of foreign occupation.  That law stipulates that occupation is a temporary situation, not an indefinite situation imposed to facilitate the occupying Power’s unlawful oppression and forced displacement of the occupied civilian population and the colonization and de facto annexation of the occupied land. Statement by Ambassador Feda Abdelhady Nasser before the United Nations Security Council, Situation in the Middle East, including the Palestine Question, 21 April 2015

Mr. President,

Allow me, on behalf of the delegation of the State of Palestine, to thank H.E. Mr. Nasser Judeh, Minister for Foreign Affairs of the Hashemite Kingdom of Jordan, for chairing this important meeting of the Security Council. We congratulate Jordan on its Presidency, with full appreciation for the Jordanian delegation’s efforts to address the many critical issues on the Security Council’s agenda, including its principled, unwavering support for the just cause of Palestine.

At this time, we also express our appreciation to the delegation of France for its skilled leadership of the Security Council in the month of March.

We thank H.E. Secretary-General Ban Ki-moon, for his briefing and his unrelenting calls and efforts for peace, humanity and justice. We congratulate his new Special Representative and Special Coordinator, Mr. Nikolay Mladenov, on his appointment, wishing him success and affirming our readiness to cooperate with his efforts.  We also reaffirm deep appreciation to Mr. Robert Serry for his years of service. We recognize his efforts in support of the Palestinian people and Government through many critical periods during his tenure, including three brutal Israeli wars against Gaza, and his constant efforts to advance solutions to emergent problems and promote peace, including his impassioned entreaties to the Council to act to bring an end to this devastating conflict, which remains a threat to international peace and security. State of Palestine Establishes Diplomatic Relations with Grenada and the Republic of Haiti

 

PRESS RELEASE

Today in New York, the Minister of Foreign Affairs of the State of Palestine, H.E. Dr. Riad Malki, signed on behalf of the State of Palestine Joint Communiques with the Foreign Minister of Grenada, H.E. Mr. Nickolas Steele and the Foreign Minister of the Republic of Haiti, H.E. Me. Pierre Casimir, respectively, establishing diplomatic relations with the two countries, in accordance with the Vienna Convention on Diplomatic Relations of April 1961.

Ambassador Mansour also signed a joint letter with the Ambassadors of Grenada and Haiti, respectively, transmitting each Joint Communique to the Secretary-General of the United Nations, H.E. Ban Ki-moon.

After the signing of the Joint Communique establishing Diplomatic Relations with the Republic of Haiti, the State of Palestine is currently bilaterally recognized by 134 other States.  Grenada recognized the State of Palestine on 25 September 2011.

  تم اليوم بمقر الأمم المتحدة في نيويورك توقيع بيان مشترك حول إقامة علاقات دبلوماسية بين دولة فلسطين وجمهورية هايتي وبيان آخر حول إقامة علاقات دبلوماسية بين دولة فلسطين وغرينادا . ووقع عن الجانب الفلسطيني الدكتور رياض المالكي ، وزير خارجية دولة فلسطين ، وعن هايتي السيد بيير ريتشارد كاسيمر، وزيرالشؤون الخارجية والعبادة، وعن غرينادا السيد نيكولاس ستيل، وزير الخارجية والتجارة الدولية.  ووقع وزراء الخارجية رسائل موجهة إلى الأمين العام للأمم المتحدة، بان كي مون، لتعميم البيانين على الدول الأعضاء في الأمم المتحدة.

 وينص البيانان، كل على حدة،  على أن جمهورية هايتي  ودولة فلسطين من جهة، وغرينادا ودولة فلسطين من جهة أخرى ،برغبة منهما في تعزيز وتقوية علاقات الصداقة والتعاون القائمة بين البلدين، قررتا إقامة علاقات دبلوماسية بينهما، وذلك إعتباراً من تاريخ التوقيع على هذين البيانين وأنهما تؤكدان إلتزامهما بمبادئ عدم الإنحياز ومبادئ ومقاصد ميثاق الأمم المتحدة وأحكام القانون الدولي، ولاسيما  فيما يتعلق بتعزيز الأمن والسلم الدوليين، وإحترام سيادة وإستقلال الدول، وعدم التدخل في شؤونها الداخلية. وكذلك إتفقتا على إقامة علاقات دبلوماسية على مستوى السفراء وفقاً لأحكام إتفاقية ﭬيينا للعلاقات الدبلوماسية والموقعة في 18 أبريل 1961.

The United Nations Division for Palestinian Rights

The Division for Palestinian Rights was established by the UN General Assembly pursuant to resolution 32/40 B of 2 December 1977. The core functions of the Division are as follows:

  • Providing substantive support and secretariat services for the Committee on the Exercise of the Inalienable Rights of the Palestinian People;
  • Assisting the Committee in the exercise of its mandate and the promotion and implementation of its commendations;
  • Planning, organizing and servicing the Committee’s programme of international meetings and conferences;
  • Maintaining liaison with civil society organizations which are active on the issue;
  • Organizing the annual commemoration of the International Day of Solidarity with the Palestinian People;
  • Preparing studies and publications relating to the question of Palestine and the inalienable rights of the Palestinian people and promoting their widest possible dissemination, including in cooperation with the Department of Public Information;
  • Maintaining and developing the Web-based United Nations Information System on the Question of Palestine (UNISPAL).

UNFPA is committed to offering support to the State of Palestine within the framework of the UN system’s efforts and in coordination with the international donor community. For more than twenty years of its work in Palestine, UNFPA contributed to the development of reproductive health strategies, upgraded the provision of services, contributed to building information systems and helped build the capacity of Palestine’s State institutions and civil society. Its programming achieves a good balance between long-term development and short-term humanitarian needs.

Pursuant to my letter yesterday about the grave impact of Israel’s illegal settlement colonization campaign in the Occupied Palestinian Territory, including East Jerusalem, I am compelled to further draw the international community’s attention to a series of illegal actions committed in the recent period by the occupying Power, and the extremist settlers it has illegally transferred to the Palestinian land, which are exacerbating already high-tensions and instability. Report of the Committee on the Admission of New Members concerning the application of Palestine for admission to membership in the United Nations

 

1.       At its 6624th meeting, on 28 September 2011, the Security Council had before it the application of Palestine for admission to membership in the United Nations (S/2011/592). In accordance with rule 59 of the provisional rules of procedure and in the absence of a proposal to the contrary, the President of the Council (Lebanon) referred the application to the Committee on the Admission of New Members for examination and report.
